From the architect. The new School of Education and Psychology Building is a three-story, 48,000 Sq. Ft. classroom and faculty office building at Elizabeth City State University. Located adjacent to the new campus entrance, the building will function as a gateway to the campus.

The building program consists of two primary components: teaching environments including a lecture hall and other classrooms and labs, and an administrative/faculty component that includes offices for both the Education and Psychology Departments. The faculty offices will be supported by a departmental reception, faculty lounges, conference rooms and storage/work rooms. The Dean?s suite will have an independent conference room, reception and support spaces. The facility will also include a curriculum resource center and library and a central lobby with meeting and study spaces for students. Audio Visual systems will accommodate distance learning, video conferencing and cutting edge education methodologies.

Architecturally, the building is conceived as a simple rectangular volume from which public spaces have been ?carved?. This subtractive process allows the single building, isolated on campus from other buildings, to provide many essential components of a collegiate environment. Within solids of the volume are located an office wing to the west, a classroom and lab wing to the east, and a utility support core to the south. The voids between and below these spaces form an intimate academic plaza enclosed on three sides and flanked by an entrance colonnade leading to the main lobby. Additional carvings produce an entry porch from the east parking area to the same central lobby.

When complete, the facility will serve as both an independent facility for ECSU and as a center for education and outreach to the greater community. A significant goal for the new facility is to create a center that fosters collaboration and interaction between the different departments as well as between faculty and students. Non-traditional, evening classes and community outreach programs will be important components of the curriculum.

The project will be one of North Carolina?s most energy efficient public buildings and a model for energy and water conservation. Utilizing geo-thermal wells, an enthalpy wheel, high performance glazing and other advanced building systems, the design will exceed ASHRAE standards by forty-seven percent.

SFO to receive funding for Barclays probe - FT

(Reuters) - Britain's Serious Fraud Office (SFO) is expected to receive about 2 million pounds from the UK Treasury to support its criminal probe into the dealings between Barclays Plc and Qatar Holding, the Financial Times reported on Sunday.

Barclays is being investigated by the SFO and Financial Conduct Authority (FCA) for an allegation that the bank lent Qatar Holding, a part of the Qatar Investment Authority, money to invest in it as part of a rescue fundraising at the height of the 2008 financial crisis.

UK rules forbid a public company from giving financial assistance in order to acquire its shares or those of a parent company.

The bank has been deeply investigated by the FCA, which is now taking a back seat with the SFO probing into other parts of the fundraising, the FT said, citing people familiar with the matter.

A treasury spokesperson and the SFO declined to comment on the matter, while Barclays was not available for comments outside regular business hours.

David Green, the head of the SFO, has said he expects to secure extra funding from the government for some complex investigations, partly because the agency's annual budget has been slashed to around 30 million pounds - a fraction of the budget of some regional police forces.

Green, who has said he hopes for progress in the Barclays investigation by year end, is already receiving more than 3 million pounds per year in extra government funding the help with the largest and most complex inquiry on his books - the investigation into Libor rate rigging.

Some lawyers have argued that this so-called 'surge' or 'blockbuster' funding for specific investigations risks undermining the independence of the SFO, which is battling to restore faith in its crime-busting abilities.

Barclays, which publishes financial results on Tuesday, is expected to set out plans either to sell bonds that are wiped out if it hits trouble or to raise equity to meet tougher UK rules on capital.

Hyundai Motor second-quarter net profit beats forecast fuelled by China sales

SEOUL (Reuters) - Hyundai Motor Co's (005380.KS) second-quarter net profit stayed near a record high achieved a year earlier, beating market forecasts, as strong China growth overpowered rising competition and tight supply that eroded vehicle sales in the United States and South Korea.

Hyundai Motor, which combined with its affiliate Kia Motors Corp (000270.KS) is the world's fifth-biggest automaker, on Thursday reported a 2.52 trillion Korean won (1.47 billion pounds) net profit for April to June, compared with a consensus forecast of 2.39 trillion won from a Reuters' poll of analysts.

This compared with 2.55 trillion won in net profit a year earlier and 2.09 trillion won the preceding quarter.

The South Korean automaker posted an operating profit of 2.41 trillion won on sales of 23.18 trillion won in the second quarter.

Hyundai Motor's labour union refused to work during weekends from March 9 to June 1, hurting both domestic shipments and exports to the United States and other markets from its biggest manufacturing base. Hyundai has struggled to defend market share in Korea and United States amid intensifying competition and the ageing of its models such as Sonata and Elantra.

China is one of Hyundai's few bright spots. Last year, Hyundai started production at its third plant and launched a Chinese version of its Elantra compact, as Japanese rivals reeled from a sales decline stemming from a territorial row.

Jaclyn Vargo: 4 Steps for Families to Avoid Debt and Increase Savings

Avoiding debt gives each dollar someone earns more power. Here are four steps to ensure that one is earning interest instead of paying it.

1. Analyze the household's financial situation and identify strengths, weaknesses and threats.

The adults in the house should sit down together and review the transactions on all household expenses for the duration of one month to determine money management patterns. Are there any categories where someone is spending more than they thought, and does everyone's spending habits match the future they desire? Is there a family member who has been hiding purchases? They should honestly discuss the family's goals and minimize the bad habits that undercut their likelihood of success.

2. Take control by creating a budget.

Armed with the details about the household's money management patterns, nominate the most mathematically-inclined person to construct a realistic budget that includes all expenses. She should put pen to paper and create a detailed spending plan that allows family members to make honest and educated decisions based on how much income the family has at their disposal and where they want that money to go.

If the family does not already have emergency savings, she determines the amount to set aside monthly. The size of this contingency fund should be at least three months' salary, but some may need to increase this amount depending on the industry that provides their income and the stability of the job market. How long would it take the home's wage earner to find employment in the current market? The answer to that question, along with their risk tolerance, should determine the emergency fund that is right for that household.

3. Consider expenses that may exceed income.

Undoubtedly, one will have to manage occasional expenses that are large enough to throw off their monthly budget plan. Things in this category include an anniversary trip, car repairs or making the holiday season bright. To accommodate these items, calculate what they will cost and distribute the cost over 12 months. Establish a "slush fund" line in the monthly budget and save for these predictable occurrences before they occur so that no more drastic adjustments need to be made down the line.

4. Be accountable, yet flexible.

It takes 90 days to form a habit, and the household needs to commit to following through with the plan. Know what each member needs to stay motivated, and recruit support to ensure that she cements this fiscally responsible way of life. Whether she buddies up with a friend or hires a personal budget coach, everyone's plan must include an accountability commitment to succeed in avoiding debt and building savings. An outside expert brings in new perspectives and pushes family members to do their best.

A cash flow plan needs to adapt with life's events. Revisit the family's cash flow plan at least once a year to ensure that it still aligns with everyone's goals. Households should not operate out of vagueness; following these steps creates a future where every family can enjoy a cash-only, debt-free lifestyle.

ACC's Swofford sees significant changes coming to NCAA

GREENSBORO, N.C. ? Atlantic Coast Conference commissioner John Swofford said Monday the next six months are "very important" to the future of the NCAA and predicted that significant structural and governance changes could be implemented at the governing body's annual convention in January.

Among the changes up for discussion would be the formation of a so-called "super division" that would allow athletic departments with high-revenue football programs to make some of their own rules and implement things like athlete stipends. Many of those initiatives have been blocked by lower-revenue programs, which make up the majority of the NCAA.

Swofford told USA TODAY Sports the super division concept would be preferable to a breakaway from the NCAA, something Southeastern Conference commissioner Mike Slive implied last week if power conferences didn't get more freedom to govern themselves.

"That's a potential way of making a change that would basically retain the fundamental NCAA oversight and umbrella, if you will," Swofford said. "If the five conferences were to break off, I mean, that's a complicated move. You'd have to, in essence, duplicate the NCAA in some form or fashion, and then what does that mean for intercollegiate athletics? So if you've got another division, if that's the answer within the NCAA, you can maneuver and find an appropriate way, I think, to address those kinds of issues."

Aside from the raft of external legal challenges facing the NCAA, the past few years have been characterized by just as many internal issues, including problems in enforcement and increased criticism of the governance structure. Once merely cocktail party talk, the idea that conferences could leave the NCAA and form a new association is now discussed about openly in college athletics, albeit just in theory ? for now.

In addition to an internal review of the enforcement department, which has been ensnared in controversy over misconduct in the University of Miami investigation, there is a growing sense that other initiatives such as recruiting deregulation have taken place without enough input from athletic directors. The NCAA has hired a consultant to examine its governance structure, which places nearly all of its power in the hands of a Board of Directors made up of college presidents. Meanwhile, NCAA president Mark Emmert acknowledged last month the formation of an athletic directors' council to meet with him regularly and provide input.

Swofford said that although he believes in the concept of presidential control, he is encouraged by "substantive discussions" pointing to governance changes that could be enacted as soon as next year.

"I do think we've missed the boat in this new structure in terms of keeping people who really know college athletics and deal with it every day and know its nuances," he said. "The current structure just doesn't engage those people to the degree that I think they need to be engaged.

"I hope that can be addressed within the NCAA, and I hope that adjustments can be made in the legislative process in the NCAA that engages more people than the current approach does. I think that's critical to the future of the body."

PREVIOUSLY: Is next realignment an NCAA split?

Meanwhile, Swofford's comments indicate that the idea of a super division is gaining traction as schools try to figure out how to satisfy the diverse membership of the NCAA. Last week, Slive appeared frustrated at the lack of movement on a so-called "full cost of attendance" scholarship ? essentially, a stipend ? and said major conferences need an avenue to meet the needs of their athletes.

Emmert proposed such a stipend in 2011, only to see it meet defeat in the larger legislative body. Allowing high-revenue football programs to pass those kinds of rules without resistance from programs in the non-BCS leagues and the Football Championship Subdivision, many of which claim they can't afford those types of expenses.

"That's a struggle when you're trying to get everybody on the same page with the various legislative proposals and a future direction or change of direction," Swofford said. "We'll just have to see how all that plays out."

Asked whether the NCAA understands the landscape has to change, Swofford said: "I think that message has gotten through."

Norway honors victims of 2011 terror attacks

OSLO, Norway (AP) ? Norwegian Prime Minister Jens Stoltenberg on Monday marked the second anniversary of the terror acts that killed 77 people by calling for a continued fight against all forms of extremism.

In a wreath-laying ceremony at the government headquarters, Stoltenberg said society has to stand up against "populist right-wing parties" that are on the rise in Europe, and extremist Islamists who continue to send out threats.

"No extremist shall scare us from moving freely, thinking freely or speaking freely," Stoltenberg said. "Our values are our strongest weapon and our strongest protection against violence and terror."

Far-right fanatic Anders Behring Breivik has confessed to the July 22, 2011, attacks in which he killed eight people in a bombing at the government headquarters and 69 others in a shooting spree at the left-wing Labor Party's youth camp on Utoya island.

In 2012, he received a 21-year prison sentence that can be extended for as long as he's considered dangerous to society. Legal experts say that likely means he will be locked up for life.

Later Monday, an emotional ceremony was held on the shores opposite Utoya island.

"Today our thoughts are especially with all parents, siblings, partners and families who lost what was dearest to them," said Eskil Pedersen, the head of the Labor Party's youth chapter and a survivor of the massacre.

He said many survivors and relatives are still struggling with their daily lives.

"There are still many who are burdened with grief, who struggle to concentrate in school or at work, who see that Norway has moved on, but who don't feel they have the power to do the same," he said. "My hope is that this community has room for everyone who was marked for life on July 22. Let us be there for each other, even if July 22 is no longer talked about on a daily basis."

S. Florida fortune teller charged with grand theft, extortion of property

A South Florida fortune teller was arrested Saturday in Pompano Beach on an out-of-state felony warrant for allegedly defrauding a California woman.

Peaches Miller, also known as Shanna Young, 33, was arrested by the Broward Sheriff's Office and charged with grand theft and extortion of property.

The Broward Sheriff's Office declined to comment on the arrest of Miller, who was held without bond in the Paul Rein Detention Facility, Sunday evening.

Bob Nygaard, a Boca Raton-based private investigator hired by Miller's client, said in an email that Miller conned a California woman into believing that the victim and her family were being plagued by evil spirits as a result of black magic and voodoo and that people wanted to kill the victim.

As a result, the victim was conned into giving Miller large sums of money to buy gold and silver materials such as mirrors and tabernacles to counteract the evil, said Nygaard. According to the private investigator, Miller defrauded the woman of more than $838,000 over the course of approximately nine years.

Miller advertised herself as a psychic and spiritual healer, said Nygaard.

" 'Peaches T. Miller' claimed to be doing 'God's Work' and she conned the victim into believing that she was the only one who could protect the victim and her family from harm," said Nygaard.

He also said that Miller assured the victim many times that all of her money would be returned but that "Miller never kept her promise."

Nygaard said the case is being investigated by the Santa Clara District Attorney's Office in California.

According to Nygaard, Miller is known to operate her alleged fortune telling business in Florida, California and New York.

It's unclear where Miller's business is located.

Florida Linebacker Antonio Morrison Arrested For Barking At Police Dog

It was a Gator vs. a ?Bear.?

University of Florida middle linebacker Antonio Morrison was taken into custody early this morning for allegedly barking at a police dog and resisting arrest.

Under Florida law, harassing a police dog is a second degree misdemeanor. Morrison a sophomore, is already on deferred prosecution (a form of pre-trial probation) in connection with a June 16 arrest when he allegedly punched a nightclub bouncer.

Morrison was booked and then released this morning from Alachua County Jail.

The Gators have announced that Morrison has been bounced from the team for the first two games of the season.

According to the Orlando Sentinel, Morrison claimed the police K9 started it: ?According to the police report, Morrison was a bystander when Gainesville Police responded to a disturbance near an after-hours club where several arrests had been made in the past. Per the report, Officer William A. Arnold had a police canine named ?Bear? in the car, and Morrison walked up to the vehicle and began to bark at the dog. Officer Arnold stated Morrison?s actions prevented police from doing their job properly, so Arnold asked Morrison to step to the front of the vehicle. Morrison resisted when the officer tried to handcuff him, the report states. Morrison, 19, told the officer the dog had barked several times at him first.?

This latest arrest could imperil the deferred legal action on the June 16 incident, a charge that would have been dropped if he had stayed out of trouble and completed community service and other court-imposed requirements.

In a statement, Florida football coach Will Muschamp said ?I?m extremely disappointed in Antonio Morrison?s decision making.He has been suspended from the team and will miss at least two games to begin the season.?

Morrison had 34 tackles last season, the most for a Gators? freshman. He was named to the SEC All-Freshmen team.

Chrome OS beta update brings 'immersive' mode, smarter app search and UI tweaks

If you're running Chrome OS betas like it's not even a thing, we're pegging you as a bit of a maverick. The latest update (29.0.1537.32) rewards your non-conformity with a bevy of small, but useful new features. There's Kernel 3.8 for the Pixel and Samsung 550 users, but likely you're more interested in the new "immersive" full screen mode that hides the shelf and tool bar. Or, what about the ability to pin apps to the shells with drag and drop? There's other tricks, too, such as wallpaper sync (across all your machines), UI scaling and a smarter app launcher. Israel's Netanyahu says peace talks will be tough

(AP) ? Israel's prime minister says he expects recently announced peace talks with the Palestinians to be tough, and that any agreement reached would have to be ratified in a national Israeli referendum.

Benjamin Netanyahu spoke Sunday at his weekly Cabinet meeting, his first on-camera remarks since U.S. Secretary of State John Kerry announced the resumption of peace talks over the weekend ? ending a five year deadlock.

Netanyahu said his main guiding principles will be to maintain a Jewish majority in Israel and to avoid a future Palestinian state becoming an Iranian-backed "terror state."

Final status negotiations aim to reach a deal on the core issues of the Israeli-Palestinian conflict, including borders, the fate of Palestinian refugees and security arrangements. The Palestinians say talks will be based on Israel's pre-1967 borders.

Israel deploys Iron Dome near Red Sea resort of Eilat

JERUSALEM: Israel deployed its Iron Dome missile defence system near the Red Sea resort of Eilat, which is close to the border with Egypt, an army spokeswoman said.

"An Iron Dome battery was deployed this morning in Eilat," the spokeswoman told AFP.

"The batteries are deployed in several areas of the country and moved around according to changes in the (security) situation," she added without elaborating.

But Israeli media said the deployment was related to unrest in Egypt, where the army is waging a campaign to drive militants out of the Sinai Peninsula, which borders Eilat.

Ynet news website also pointed out that the deployment came at the height of the tourist season in southern Israel.

Eilat has been the target of attacks in the past. In April the town was struck by rocket fire from the Sinai and debris of a rocket that hit northern Eilat on July 4 were found days later.

Egypt's official news agency MENA on Thursday reported that 10 jihadists had been killed in the Sinai Peninsula in the past two days during the army offensive launched to curtail a surge in violence since Islamist president Mohamed Morsi was ousted on July 3 in a military-led coup.

The Iron Dome deployment also comes hours after two rockets fired from the Gaza Strip hit southern Israel late on Thursday night, causing no casualties or damage, police said.

How smoking increases vulnerability to alcohol abuse

'Dexter' stars bid emotional adieu at Comic-Con

Michael C. Hall thanked fans during the "Dexter" panel at San Diego Comic-Con on Thursday.

With the series finale of "Dexter" just two months away, the cast and crew gathered for their last Comic-Con panel Thursday ? a virtual wake for the hit serial-killer drama.

The producers and stars ? including their fallen comrades ? celebrated the show's eight-season run with both heartfelt gratitude and the "Dexter's" signature dark humor. Although John Lithgow, who won an Emmy for his chilling portrayal of the Trinity Killer, couldn't attend the panel, he taped a farewell message for fans: "I wish I could be with you all today, but as you know I'm dead," he said. "There's not a day goes by that someone doesn't recognize me as psychopath. I have you to thank!"

Here are some of the memorable moments from the poignant ? and often hilarious ? panel:

"Dexter" concluded its Comic-Con appearance with all of the panelists ? most of them in tears ? thanking their fans.

"We spent a lot of time making artificial relationships seem real, and our relationships are authentic," said Carpenter. "We can't be a wrap until we're all here together ? especially you people who waited (in line). So it's a wrap with you now."

"Just as you waited in line, and have been here for us, we have been here for you," concluded Hall. "Thank you so much."

Fans won't have long to wait after the series finale for "Dexter" to arrive on DVD and Blu-ray. Nov. 5 marks the release of both the final season and the complete series collections ? housed in a replica of Dexter's blood-slide trophy box.

Dekko?s ambitious take on augmented reality: Crowdsourcing, Google Glass, and even The Matrix

Matt Miesnieks is trying to create The Matrix, but he needs your help to do it.

His company, Dekko is taking the idea of augmented reality and tossing it out the window. Instead,?Miesnieks says he wants to recreate entire world, in all of its tiniest details, in digital form. All he needs is your phone?s camera.

?In effect what we?re doing is taking every camera ? ?in Glass or in smartphones ? turning them in 3D scanners, and then taking all of those images to build a 3D model of the world,??Miesnieks?said earlier this week. (Batman, however, may have done it?did it first.)

All of this sounds, well, crazy, but Miesnieks and his team?may have what it takes to make it real.?Miesnieks and his?co-founder (and wife) Silka?are veterans of?Layar, an augmented reality company that rode the early wave of hype that surrounded the technology.?Miesnieks says he?s learned a lot from his experiences at Layer ? specifically, that ?augmented reality? as we understand it, has failed.

?If the app works on one page of a magazine, but not the next, people might use it once, but they?re going to toss it away,??Miesnieks said, making the very valid point that augmented reality hasn?t lived up to its hype from the user experience standpoint.

Dekko?s digitization process is still a tad rough, but?Miesnieks says it will improve quickly.

Dekko?s approach to augmented reality swings in the opposite direction. Rather than build its platform on the dubious ability for cameras to recognize the wide variety of objects in the world, it?s doing away with the notion of ?recognition? entirely: Dekko?s going to digitize the world, then make its new digital world its platform for augmentation.

You can get a good sense of how Dekko?s digitization process might some day look like via Dekko Scan, its proof-of-concept iOS app?that lets Minecraft players turn real-life objects into in-game objects.

As you can see in the image above, Dekko Scan?s end product is, at this point, a bit rough, but the app hints an interesting future where the physical and digital are only seconds from being one and the same.

The other essential component to Dekko is location data. In order to eventually serve you the most relevant overlayed information, Dekko?s platform will not only have to know where you are within its digital world, but also where you?re looking. This is where Google Glass and the next generation of wearable displays step in. Because Glass sits above your eye, it?s the perfect proxy for your line of sight, and as a result, the ideal sort of device ?on which to build Dekko?s platform.

By knowing that you?re walking down the street and looking at a store window (via your location), Dekko?s platform could one day use that data to give you relevant information about that store ? how people rate it, when it closes, etc.

?This is like 1980s Tron compared to where its going to be very soon. There is so much opportunity and potential and we?ve focused on something that something that actually works with the hardware we have today,??Miesnieks said.

As with most ambitious ideas, Dekko is more vision right now than product, but if?Miesnieks prognostications are any indication, the company is on the verge of some very interesting things.

Ten recommendations for effectively communicating science: Part 2 ...

This blog is the second part to a two-part series of ten recommendations for effectively communicating science. Listed are five recommendations on ways to effectively communicate science.

Recommendation 6. Build relationships that will make science communication more effective

We have found that building key relationships with decision makers and their staff is important in delivering meaningful scientific advice at the time of decision making. Making policy is often messy business and a well-planned strategy of science communication is often subverted by a late phone call or passing comment at a reception or field trip. Thus, having a relationship in which regular interactions with policy makers allows the opportunity to convey scientific advice at the critical juncture. Good political leaders will seek opportunities to learn about issues first hand. They will want to see it for themselves to help filter the various inputs that they will receive from opposing viewpoints. We have found that taking political leaders on field trips is an effective way to educate them about key issues and begin developing relationships with them and their key staff. Being politicians, they often enjoy meeting people and appearing in the media, so field trips that involve assembling groups of people and having press along will encourage them to attend future events.

One of the primary motivations to producing environmental report cards is to speak ?truth? to ?power?. ?Power? is vested in elected officials and community leaders and it is our tenet that these elected officials and community leaders need to make their decisions based on ?truth?. While absolute ?truth? is elusive and the scientific method of developing and testing hypotheses does not produce ?truth?, it is the concept of using the best scientific understanding to inform environmental decision making that is meant by speaking truth to power. Environmental report cards with transparent methods in which data are converted to scores or grades allow everyone to assess the status of the ecosystem. As with school grades, the comparisons with others is important and the trend in scores (improving or degrading) is important. To be effective over the long term, environmental report cards need to be produced by an honest broker, not a special interest group or a group with a political agenda.

Recommendation 7. Use science communication to tell stories

An ancient and valued form of human expression is story telling. Since science is often focused on gathering and interpreting facts, the art of story telling is often lost. However, whenever a scientist can string together the various facts and weave it into a story, the result can be a powerful communication device. Stories often feature people, which natural science does not emphasize (apart from social science aspects). Stories are often more compelling when they feature people. The race to discover natural selection was made more compelling when Darwin was challenged by Alfred Wallace, and a hundred years later the race to discover DNA was compelling, pitting Watson and Crick against luminaries like Linus Pauling. This human aspect to scientific discovery is often lost, yet it can help form a compelling story.

In Dancing with Dugongs, we are attempting to provide a storyline, retrospectively and reflectively. This is very personal ? it is about how we think (head), how we feel (heart) and how we act (hands). The whole concept of creating a story out of our life experiences is an attempt to tell a story that connects what we know to what we have done. We have thought long and hard about our environmental philosophy, and while the story may be somewhat disjointed, it is the product of two people who have spent a lifetime of striving to develop an integrated philosophy.

Recommendation 8. Use science communication to take people from uninterested to interested to informed to engaged

An environmental campaign requires transitions from uninterested to interested, from interested to informed, and from informed to engaged. Each of these transitions requires different approaches. Peter used his pirate motif in a shopping mall to get uninterested people to become interested. These shoppers did not come to the shopping center because they were interested in the environmental integrity of Pumicestone Passage, where Peter was the Catchment Coordinator, but the image of a grown man dressed as a pirate and saying ?Arghh? captured their attention long enough for Peter to engage them in a conversation about Pumicestone Passage issues. Peter also stimulated the creation of a large stuffed dugong that featured in the Dugong Rock videos. The Healthy Waterways Campaign eventually created a large mascot, Hugo the Turtle, with a person dressed up in a large stuffed animal costume attending various fairs and public gatherings. In addition, broad media exposure to unique environmental features, ecotours, and iconic animals can be celebrated to garner attention and convert uninterested people to interested people.

The transition from interested to informed is where science communication has a major role. The development of visually rich publications and web materials using newsletters, fact sheets, posters, flyers, books, booklets, report cards, and interactive web content serve to inform people interested enough to read more about a topic. With the explosion in virtual information sources, the importance of written material and attending presentations in person is often overlooked. Yet, the importance of having someone show up in person and talk about issues and answer questions is vitally important. In addition, one of the things that Bill?has learned in his public speaking, as part of the Healthy Waterways campaign, was the importance of shutting up and listening. People often came along to a talk because they had something they wanted to say, and a scientist with a working knowledge of their issues or ecosystems is exactly the person they wanted to talk to. These comments from the public often expressed concern, illuminated new issues, or provided insight. Bill learnt that his public talks were typically only half of the event, with listening and follow-up discussion continuing well after the talk was completed, constituting the other half of the event.

The final transition, going from informed to engaged, requires yet another approach. People need something that they can do to become engaged and an environmental campaign needs to provide ample opportunities for involvement. This can be in the form of stream restoration activities, tree planting, and citizen science participation in monitoring, local environmental organizations, or advocacy. When Bill was involved in the Healthy Waterways campaign ?road show?, we learnt to send along someone just to help sign people up for various activities and to introduce them to local organizers. The other component to environmental report cards that Bill?s group produces is to indicate what individuals can do in their everyday life to improve their environment. These suggestions are often incremental solutions, with a slight behavior change (e.g., use less water and energy, plant trees), with the hope that large numbers of people making slight changes can make a difference and that small behavior changes could pave the way for larger, more substantive changes at a later date.

Recommendation 9. Use visualizations to communicate science

One of the techniques that we use as often as possible is to provide visualizations. We often work hard to take political leaders on field trips so that they can see the issue first hand. Bill felt that if he could show an elected official both the good and the bad sides of an issue (crossing environmental gradients or contrasting good versus bad environmental practices), then the contrast would serve as a learning moment that would last for a long while. Peter felt that having fisherman describe the issue in their own words in a setting where they were comfortable (e.g., their boat) would make the issue very real to the elected officials.

As part of the attempt to explain issues to broad audiences, we learned that people would become much more engaged if they were viewing a visual element that they felt that they could contribute to. The photos, maps and graphs were not viewed as something they could modify or add value. In contrast, a conceptual diagram in which various ecosystem attributes and processes were presented in a visual style that used intuitive symbols (e.g., a fish looked like a fish, or an arrow coming from a pollutant source into a waterway conveyed a transport mechanism), we found that people would become animated and offered suggestions for modification. In addition, these conceptual diagrams could be created de novo with community members generating the ideas and expressing their environmental values through the prioritization that occurs in drawing the ecosystem in a diagram. In this case, the people involved in the diagram developed an ownership of the diagram that can be effective for achieving ?buy-in?.

In order to meet the needs of various groups to create conceptual diagrams that depicted the issues they cared about and to create a sense of place when viewing the diagram, it became necessary to hire people with graphic art capacity. Over time, it became obvious that to effectively communicate scientific issues, the graphic artists need to be conversant in science. What was needed was a unique combination of scientific background with its rigor and ability to synthesize information along with artistic flair and graphic artistic capability. While this combination could be achieved in two ways ? training graphic artists in science versus training scientists in graphic arts, we found that the most effective way was to train scientists in graphic arts. Not everyone could bridge the science and graphic arts chasm, but software developments in graphic arts have facilitated the transition of scientists into graphic arts. Bill started this process using graduate students at the University of Queensland, but then developed a cadre of Science Communicators at the University of Maryland Center for Environmental Science.

With the need for new symbols for each new diagram, it soon became apparent that a master list of these symbols needed to be created. With the development of the Internet, these symbols could be shared widely and new ones added as they were created. Our first thought was to have everyone creating symbols adding them to a symbol library, but we soon leaned that to maintain quality control, we needed a gatekeeper approving or editing new symbols to insure a common look and feel. Some people were inclined to develop cartoon-like depictions, but the scientific conceptual diagrams were attempting to not be cartoons, rather abstract depictions of ecosystems. Thus, we evolved our symbol library into a searchable database of symbols that were generated by a wide variety of people with a common look and feel. This symbol library has continued to grow and be used by a wide variety of people from around the world. As a result, what started out as an attempt to capture ecological issues in Southeast Queensland has grown into a global symbol language. This language is being grown organically (by the need to create a symbol for a particular diagram communicating a specific issue). The thousands of symbols are language and culture independent. That is to say, a turtle symbol is recognizable to anyone who has ever seen a turtle. Other devices, like using universal colors to depict danger, good and bad, or using size and position of symbols to connote relative importance serve to make the conceptual diagrams meaningful to the broadest possible audience.

Recommendation 10. Create memorable moments to help communicate effectively

An important communication technique that we have employed is to create memorable moments in presentations or workshops. Creating a memorable moment enhances the likelihood of the message being remembered by the participants. Peter has used songs as a way to create a memorable moment. He sings songs that are related to the topic and draw people into the overall story. ?Sing-alongs? also serve to create a shared sense of community. Peter will often bring his guitar to an otherwise staid event. Bill uses poems or songs in his presentations as well, but without the singing ability. Another technique to is do something different than anyone else. At the end of a long conference of continuous powerpoint presentations, Bill has given ?naked? talks without using any powerpoint slides. This once occurred when Bill was about to give a presentation at a national meeting and the computer malfunctioned. It was indeed memorable for all who attended, as he had to resort to a chalkboard presentation. Presenting information in a unique style can make a difference in getting the message through. In all cases, the danger is that the people will remember the style, but not the substance. For this reason, it is important that the song or poem or humor is topical ? just singing a song is entertainment, but singing a song that addresses the topic in a novel way is enhancing communication.

AT&T joins the crowd by offering early upgrades

AT&T said on Tuesday that effective July 26 its customers will be allowed get a new AT&T smartphone or tablet every year with no down payment, no activation fee, no upgrade fee, and no financing fees.

The catch is that customers must pay full price for the devices. Under contract plans, the cost of the devices is generally subsidized.

The deal requires customers to sign a 20-month, zero percent APR installment agreement and have qualifying credit.

AT&T's offer is available to new customers and existing customers who are eligible for an upgrade.

Last week, T-Mobile US said that customers would be allowed to upgrade phones every six months and it unveiled a family plan for prepaid customers as it moves to lure customers away from its three bigger rivals.

Verizon Wireless andSprint Nextel offer phone discounts in exchange for tying customers to two year contracts and typically do not allow phone upgrades during that period.

New TV Channel Gives Dogs Pause

TV is going to the dogs. Because soon dogs can watch a channel that caters to their canine sensibilities. DOGTV is already available in some markets and debuts nationally August 1 on DirecTV, at $6 to $10 a month. Roku users also can subscribe. Programs allegedly promote relaxation or stimulation, or simply display scenes of daily doggy life. A ?relaxation? preview on DOGTV?s site features a montage of boats on a lake and pooches lounging in exotic locales?all set to a new age score. The offerings are designed specifically for a dog?s eyes and ears. Images are colored to enhance details. Contrast, brightness and frame rate are also tweaked to accommodate canine vision. And sounds and music stay within a specific frequency range to keep canine viewers from being startled or agitated. DOGTV?s three-to-six-minute features are programmed to fit into the average stay-at-home dog?s daily routine.? KINGSTON ? Mayor Shayne Gallo and the environmental organization Riverkeeper sparred Monday over public safety in the wake of a sewer main collapse that has already spilled 500,000 gallons of sewage into Twaalfskill Creek.

The city reported the spill July 8 to the state Department of Environmental Conservation, saying it was a combination of sediment accumulation and a blockage in the pipe that collapsed the 24-inch-diameter clay pipe.

Contractors, with DEC oversight, have been working since Friday to bypass the pipe. DEC officials were unavailable for comment Monday.

Christine Elliott of Gilead Street said a sinkhole created by the collapse was about 20 feet across.

Gallo said Monday he didn't have an estimate of how much the collapse will cost to repair.

The mayor said testing was done at the creek and there was no risk to the public, and said the water was being chlorinated.

But a Riverkeeper official said Monday the agency tested the water going into the creek after chlorination had been in effect, and that samples it took from the pipe and just downstream contained bacteria indicating fecal counts more than 1,000 times the safe level for swimming and primary contact ? in spite of chlorine being added by the city.

"There's more sewage in the brook than water," said Tracy Brown, the river quality advocate for Riverkeeper.

Riverkeeper said chlorination of the sewage also poses a risk to wildlife in the stream.

Gallo said Riverkeeper has failed to contact his office before coming to its own conclusions.

"They're going to have to take that issue up with the Health Department and the DEC," said Gallo.
