South Korean civil rocket launch called off, again

SEOUL | Thu Nov 29, 2012 4:08am EST

SEOUL (Reuters) - South Korea canceled the launch of its first space rocket on Thursday after a glitch in the propulsion system halted the countdown just minutes before the scheduled lift-off.

It was South Korea's third attempt to put a rocket into orbit and the second time this particular mission has failed.

October's scheduled launch was also called off due to a glitch in the Russian-built booster.

"We are currently analyzing the cause and expect it will take additional time to identify the exact cause," Lee Joo-ho, Minister of Education, Science and Technology told reporters.

South Korea's rocket program has irritated neighbor North Korea, which says it is unjust for it to be singled out for U.N. sanctions for launching long-range rockets as part of its space program to put a satellite into orbit.

Regional powers believe the North's rocket launches are to test its long-range ballistic missiles, in violation of a U.N. ban. The North's latest rocket test in April ended in failure after it crashed minutes into flight.

South Korea is already far behind regional rivals China and Japan in the effort to build space rockets to put satellites into orbit and has relied on other countries, including Russia, to launch them.

Thursday's glitch was in the thrust vector control in the upper second stage of the rocket that guides the propulsion of the vehicle, launch officials said.

Launch attempts in 2009 and 2010 also ended in failure.

Recent satellite images have indicated that North Korea too may be readying a new rocket launch.

Google Play now allows you to preorder books from its "New and coming soon" section. That, uh, allows you to order books before they go on sale. Can't tell if there's any sort of discount for doing so, but at least the mechanism is in place, allowing for a smooth and orderly transaction. Smooth and orderly, Google. That's how we like it.

Adele's '21' sells more than 10 million copies

LOS ANGELES (AP) ? Adele is rolling in the records.

The 24-year-old British songstress's album "21" has sold more than 10 million copies, according to Nielsen SoundScan. The album reached the milestone last week, less than two years after its release.

"21" is the 21st album to sell 10 million copies since Nielsen SoundScan began tracking sales in 1991.

Adele's sophomore studio album debuted in 2011 and featured such hits as "Rolling in the Deep," ''Someone Like You" and "Set Fire to the Rain."

It's the third album to reach the 10 million mark in 2012. Linkin Park's "Hybrid Theory" and Usher's "Confessions" both crossed the 10 million mark earlier this year.

Adele won in all six categories she was nominated in at the Grammys earlier this year, including album of the year.

A FAMILY was lucky to escape a fire at Ocean Shores late Monday afternoon which destroyed their home and car.

Elicia Maxwell and her children Bethany, Connor and Isabella smelt smoke about 5pm.

Shortly after they were alerted by a neighbourhood child knocking on their front door to tell them that their Yamble Dr house was alight.

The three escaped with a handful of belongings before the home and the garage were gutted, along with a Nissan Skyline inside.

Elicia's partner Tom Smith was seeking treatment for a leg injury when told by phone his house was on fire.

"The house was destroyed when I got home," Mr Smith said.

The family were renting and did not have contents insurance. They are staying with friends.

Elicia, 33, wearing a dress borrowed from her mother-in-law, said among their belongings which perished were several Christmas gifts for the kids.

But the couple said despite losing practically everything, they felt very blessed to still have their family and were very grateful to neighbours and passers-by who tried to put the fire out before three fire trucks arrived.

"We've been through a few ups and downs but at least we have each other," Mr Smith said.

Examining the charred remains yesterday, NSW Fire and Rescue inspector Jeff Roche said the cause of the blaze had not been determined.

But Insp Roche said it had started amid household items that had been placed in the yard for a garage sale.

Neighbour Rod Work said he heard two explosions during the blaze.

"I was amazed at how quickly it took hold," he said.

"It's a terrible time of year for this to happen."

Cook's Corner: Josephinas are a cheesy, buttery toasted treat | Food ...

Gabe recalled his mother making a snack with Cuban bread that she called Josephinas. He ate it for breakfast and with soup, but did not know any ingredients other than cheese.

Marie Lewis says the request prompted her to call her mother, who lives in Nova Scotia, for the recipe. "We had Josephinas often, and it is just slices of buttered French bread you put in the oven with some grated cheese and garlic powder," she reports.

Lori Keller of Berea, Ohio, sent the easy and delicious recipe here, which would make a nice addition to a holiday buffet or a simple soup supper.

JOSEPHINAS

1 cup (2 sticks) butter, softened

1/4 cup finely chopped green onion

1 (4-ounce) can diced green chiles (pimientos may be substituted)

1 cup Monterey Jack cheese, grated

1/4 cup mayonnaise

1/2 teaspoon garlic powder

1 loaf French bread (baguette)

Combine butter, onion, chiles, cheese, mayonnaise and garlic powder. Slice bread 1/4 inch thick and spread with butter mixture. Place on sheet pan and broil until cheese bubbles. Makes 24 slices.

Per slice: 124 calories (73 percent from fat), 11 g fat (6.1 g saturated, 2.9 g monounsaturated), 25.4 mg cholesterol, 2.6 g protein, 6.7 g carbohydrates, 0.4 g fiber, 161 mg sodium.

The Apricot-Almond Snowballs here have just made my holiday go-to list. They are a nice twist on the traditional wedding cookie, with the tang of dried apricots and the complement of almond. Made with heart-healthy canola oil, the recipe is from the Canola Info Skinny Mini Holiday Desserts collection at canolainfo.org/recipes.

APRICOT-ALMOND SNOWBALLS

2 1/4 cups flour

1 cup sugar

3 tablespoons cornstarch

1/4 teaspoon salt

3/4 cup canola oil

1 teaspoon almond extract

1 teaspoon vanilla extract

1/2 cup sliced almonds, chopped

1/2 cup finely chopped dried apricots

1 3/4 cups confectioners' sugar

Heat oven to 350 degrees.

In medium bowl, whisk flour, sugar, cornstarch and salt until completely combined. Add canola oil and beat until well combined. Stir in 2 tablespoons water and the extracts, then almonds and apricots.

Scoop batter onto ungreased baking sheet by the tablespoonful, leaving about 1 inch between. Bake 12 to 15 minutes, until just set. Cool on pan for 2 minutes and transfer to wire rack.

Pour confectioners' sugar into bowl. While cookies are still warm but not hot, roll in confectioners' sugar. It will adhere slightly. Return cookies to rack. When totally cooled, roll in confectioners' sugar again. Store in air-tight container for up to five days. Makes 36 cookies.

Per cookie: 124 calories (38 percent from fat), 5.4 g fat (0.4 g saturated, 3.4 g monounsaturated), 0 cholesterol, 1 g protein, 19 g carbohydrates, 0.5 g fiber, 17 mg sodium.

COOKBOOK CORNER

The quirkiest cookbook to cross my desk this season is "Christmas in Tinseltown: Celebrity Recipes and Hollywood Memories from Six Feet Under the Mistletoe" (HCI $14.95). It's the second "dead celebrity cookbook" by Frank DeCaro. The recipes include Natalie Wood's Beef Stroganoff, Elvis' Hush Puppies, Burl Ives' Stuffed Leg of Goat and the goulash recipe here, attributed to Rosemary Clooney. The book is full of pop culture tidbits and celebrity lore. If there's a movie buff on your list, it is a fun gift.

ROSEMARY CLOONEY'S VIENNESE GOULASH

2 teaspoons marjoram

1 teaspoon caraway seeds

1 teaspoon finely chopped lemon zest

1 clove garlic

3/4 cup (1 1/2 sticks) butter

1 teaspoon tomato paste

2 pounds onions, sliced

1 tablespoon sweet Hungarian paprika

2 pounds chuck, rump or round beef, cut into chunks

Salt to taste

1/4 cup flour (optional)

Using a mortar and pestle, or a small grinder, crush together the marjoram, caraway seeds, lemon zest and garlic. In a Dutch oven, melt the butter. Stir in the tomato paste and crushed seasonings. Add the onions and, stirring constantly, saute until golden. Add the paprika and cook, stirring, for a minute more. Add the beef, 1cup water and salt to taste.

Cover and simmer until the beef is tender, about 90 minutes. Add more water during cooking if needed. If more sauce is desired, sprinkle the meat with 1/4 cup flour, add another cup of water and simmer to thicken. Serve with egg noodles or boiled potatoes. Makes 6 servings.

Per serving: 606 calories (67 percent from fat), 46 g fat (24 g saturated, 17 g monounsaturated), 167 mg cholesterol, 31 g protein, 19 g carbohydrates, 3.3 g fiber, 332 mg sodium.

This has been the year of the pie, and thus there are no shortage of cookbooks on the subject. In "How to Build a Better Pie" (Quarry, $24.99), Millicent Souris is almost annoyingly exhaustive in her explanations of how to make perfect pastry for both sweet and savory pies, complete with step-by-step photos. The shortbread pie crust recipe here is a wonderful change from the usual graham cracker for unbaked fillings from pumpkin chiffon to Key lime.

SHORTBREAD CRUST FOR SWEET PIES

1 cup flour

1/4 cup sugar

3/4 teaspoon kosher salt

1 stick (1/2 cup) unsalted butter, softened

1 egg

Whisk the flour, sugar and salt to combine. Add butter and egg yolk. Mix with a wooden spoon or your hands. Pat dough into a shallow 9-inch glass pie pan. Prick with a fork a few times and put in the refrigerator for 10 minutes. Heat oven to 400 degrees and place a cookie sheet on the middle rack.

Fit a piece of foil snugly over the dough and top with pie weights or dried beans. Place on the hot pan in the oven. Check after 10 minutes. Pull the foil up and see if the crust has set. If not, leave the foil on for 5 more minutes. If it has, pull the foil and beans off and let the crust bake until golden. When it is out of the oven, immediately compress it with a wooden spoon, pushing back the sides anywhere they have sagged. Makes 1 (8-serving) pie crust.

Per serving: 192 calories (57 percent from fat), 12.3 g fat (7.5 g saturated, 3.2 g monounsaturated), 54 mg cholesterol, 2.5 g protein, 18.3 g carbohydrates, 0.4 g fiber, 295 mg sodium.

Rice to discuss Libya with McCain, lawmakers this week: aides

WASHINGTON (Reuters) - U.S. Ambassador to the United Nations Susan Rice will meet with lawmakers this week to discuss her controversial remarks about the September attacks in Benghazi, Libya, that have caused hurdles for her potential promotion to secretary of state.

The move, announced shortly after a top critic said he would be open to speaking to her, could fuel speculation that she is gunning for the nation's top diplomatic job.

Rice has been under fire from Republicans for appearing on TV talks shows shortly after the September 11 attack on the U.S. diplomatic mission in Benghazi and saying that preliminary information suggested the assault was the result of protests over an anti-Muslim film rather than a premeditated attack.

Senator John McCain, a vocal opponent of Rice's possible nomination as secretary of state, said on Sunday he would be happy to meet with her about the issue.

A Senate aide said that Rice would meet with McCain as well as Senators Lindsey Graham and Kelly Ayotte, fellow Republicans who have also criticized Rice.

An Obama administration official said Rice and acting CIA Director Michael Morell would meet with officials on Capitol Hill but declined to give details about timing.

"She and Mike Morell are meeting with folks on the Hill about Libya this week," the official said.

Rice said last week that her comments about the attack were based squarely on information provided to her by the intelligence community. The presence of Morell in the meetings is likely meant to give weight to that assertion.

The U.S. ambassador to Libya, Christopher Stevens, and three other Americans were killed in the attack.

Rice will meet another Republican Senator, Susan Collins, later in the week. A Senate aide said the meeting was arranged at Rice's request. Collins is the ranking Republican on the Senate Homeland Security Committee, which is one of several committees probing the events in Benghazi.

Rice is considered a top contender to replace Secretary of State Hillary Clinton, who is expected to step down at the end of President Barack Obama's first term.

Obama has not said who he wants to nominate for the post, but he bristled recently over Republican criticism of Rice, saying at a news conference that the senators should come after him rather than her. White House officials are fond of Rice and she is close to the president.

Massachusetts Senator John Kerry is also considered to be in the running to take over as the top U.S. diplomat.

UW poll shows disapproval of health care law - KOTA Territory News

LARAMIE, Wyo. (AP) - A University of Wyoming poll shows that a strong majority of residents continue to disapprove of the federal Affordable Care Act.

The health care reform law is opposed by 66% of the poll respondents, compared to 24% who approve.

The law was enacted in 2010. A similar survey conducted two years ago showed almost identical results.

UW political science director Jim King says the poll indicates that support for the health care law remains more unpopular in Wyoming than in the U.S. as a whole.

The statewide telephone survey of 668 Wyoming citizens was conducted in October by UW's Survey Research Center. The survey has a margin of error of plus or minus 4%age points.

KENT, Ohio (AP) ? They sat in a darkened room on the first day of training camp, surrounded by the sounds of quarterbacks barking signals, coaches blowing whistles and fans cheering.

Kent State coach Darrell Hazell told his players to close their eyes and visualize what they wanted from this season. The Golden Flashes imagined titles, national rankings, a bowl game.

It has all come true.

"It's happening," senior linebacker C.J. Malauulu said. "This is what we dreamed about."

Malauulu returned an interception 33 yards for a touchdown ? 12 seconds after another Kent State TD ? and the No. 23 Golden Flashes completed a perfect season in the Mid-American Conference with their 10th straight win, 28-6 over Ohio on Friday.

The regular-season finale was a tuneup for Kent State (11-1, 8-0 MAC East), which will meet No. 24 Northern Illinois, the league's West champion, in next week's MAC championship. The win allowed the Golden Flashes to continue the best season in the program's 90-year history and assured they will remain ranked for the first time since 1973.

The Golden Flashes are also guaranteed a bowl invitation, something they haven't received since 1972, when they played Tampa in the Tangerine Bowl.

If not for a loss to Kentucky in the second game, Kent State would be unbeaten.

Imagine that.

"Our guys believe, and we believe what the coaches are telling us," said quarterback Spencer Keith.

Trayion Durham rushed for 97 yards and scored on a 15-yard run in the first quarter as Kent State built a 21-0 lead. And although the Golden Flashes' offense did little in the second half, Kent State's defense wouldn't budge and finished with eight sacks.

The Bobcats (8-4, 4-4) lost four of their last five after cracking the Top 25. Ohio also had three more players go down with serious injuries, and have now lost 10 players who were projected as starters when the season began to injuries.

"It's gut wrenching," running back Beau Blankenship said. "We had some guys step up. It's hard to see them go down, I'm close to them and I love them. It's upsetting to finish the season like this."

With representatives from the Military and GoDaddy.com bowls on hand, the Golden Flashes put on a dazzling show early before the game bogged down into a puntfest. But Kent State, which got only 53 yards from speedy running back Dri Archer, took advantage of Ohio's mistakes in the opening quarter and did enough to pad its bowl resume.

The Golden Flashes entered the season hoping to build on a strong finish in 2011, when they won four of their last five. But no one could have expected such a dramatic turnaround in Hazell's second season, which will have at least two more games.

Hazell spent seven seasons as an assistant at Ohio State under Jim Tressel before taking the Kent State job. He may soon be on his way elsewhere with major programs such as Tennessee and California already with openings and other schools likely to make changes.

But nothing will take away what he's done in a short time with the Golden Flashes.

Their 11 wins are the most in school history and with 16 wins in the past two seasons, the Golden Flashes have matched the school's win total from 1989-2000, when Kent State went 16-115-1.

"There was a weird feeling that things were changing around here," said Malauulu, a junior college transfer. "Coach Hazell talked about how it would be the people who would change things, and I just hopped on the bus and believed."

Kent State is the first MAC East school to go 8-0 in conference play since 2003, when Miami did it behind senior quarterback Ben Roethlisberger.

"It's been fun to watch this team all season," Hazell said. "They're mature, they don't flinch, they don't panic and they feed so well off each other."

The Golden Flashes came in leading all FBS schools in turnover margin, and they wasted little time forcing the Bobcats, who seemed sleepy with an 11 a.m. kickoff, to cough up the ball.

Kent State scored two defensive touchdowns in the first quarter ? one on a 50-yard fumble return, the other on Malauulu's pick ? to stun Ohio and open a 21-0 lead.

Just 12 seconds after Durham's 15-yard burst, aided by some bad tackling, made it 14-0, Malauulu picked off Tettleton in the middle of the field. He found some blocks down the left sideline and dived inside the front pylon for the score, which survived a video replay.

"That was a crazy play," Malauulu said. "It happened so fast. I read the quarterback's eyes, I rolled over that way and came up with the ball. I picked it and I was like 'Oh my gosh, I caught the ball.'"

Earlier, Malauulu stripped Blankenship and Kent State's Luke Wollet fielded a one-hopper off the turf and sprinted half the field to make it 7-0.

Ohio managed a 33-yard field goal by Matt Weller to close the quarter, but the Bobcats were down 18 despite outgaining the Golden Flashes, running more than twice as many offensive plays and holding the ball for eight more minutes.

Two plays did them in.

"We just killed ourselves with the turnovers," Blankenship said. "Just stupid plays."

Weller's 41-yard field goal before halftime trimmed Kent State's lead to 21-6 and sent Ohio's players to the locker room with confidence after being on the verge of a blowout loss.

But the Bobcats, who also hurt themselves with penalties in the first half, couldn't get anything going on offense after halftime. They were still hanging around in the fourth quarter before Keith hit Eric Adeyemi for a 24-yard TD to make it 28-6.

When the final seconds ticked off the clock, Kent State's players lined up and rang a victory bell before heading to the locker room.

Once ignored, the Golden Flashes are making noise.

"We knew we could do something special," Malauulu said. "This is the season we all wanted."

Clashes in Egypt after president expands powers

CAIRO (AP) ? Supporters and opponents of President Mohammed Morsi clashed Friday in the worst violence since he took office, while he defended a decision to give himself near-absolute power to root out what he called "weevils eating away at the nation of Egypt."

The edicts by Morsi, which were issued Thursday, have turned months of growing polarization into an open battle between his Muslim Brotherhood and liberals who fear a new dictatorship. Some in the opposition, which has been divided and weakened, were now speaking of a sustained street campaign against the man who nearly five months ago became Egypt's first freely elected president.

The unrest also underscored the struggle over the direction of Egypt's turbulent passage nearly two years after a popular uprising toppled Hosni Mubarak's authoritarian regime. Liberals and secular Egyptians accuse the Brotherhood of monopolizing power, dominating the writing of a new constitution and failing to tackle the country's chronic economic and security problems.

"I don't like, want or need to resort to exceptional measures, but I will if I see that my people, nation and the revolution of Egypt are in danger," Morsi told thousands of his chanting supporters outside the presidential palace in Cairo.

But even before he spoke, thousands from each camp demonstrated in major cities, and violence broke out in several places, leaving at least 100 wounded, according to security officials.

Security forces pumped volleys of tear gas at thousands of pro-democracy protesters clashing with riot police on streets several blocks from Cairo's Tahrir Square, birthplace of the Arab Spring, and in front of the nearby parliament building. Young protesters set fire to tree branches to counter the gas, and a residential building and a police vehicle also were burned.

Tens of thousands of activists massed in Tahrir itself, denouncing Morsi. In a throwback to last year's 18-day anti-Mubarak uprising, they chanted the iconic slogan first heard in Tunisia in late 2010: "The people want to overthrow the regime." They also yelled "erhal, erhal," ? Arabic for "leave, leave."

Outside a mosque in the Mediterranean city of Alexandria, anti-Morsi crowds threw stones and firecrackers on Brotherhood backers who used prayer rugs to protect themselves, injuring at least 15. The protesters then stormed a nearby Brotherhood office.

State TV reported that offices of the Brotherhood's political arm were burned in the Suez Canal cities of Suez, Ismailia and Port Said, east of Cairo.

In the southern city of Assiut, ultraconservative Islamists and former jihadists outnumbered liberal and leftists in rival demonstrations. The two sides exchanged insults and scuffled briefly.

Morsi and the Brotherhood contend that supporters of the old regime are holding up progress toward democracy. They have focused on the judiciary, which many Egyptians see as too much under the sway of Mubarak-era judges and prosecutors and which has shaken up the political process several times with its rulings, including by dissolving the lower house of parliament, which the Brotherhood led.

His edicts effectively shut down the judiciary's ability to do so again. At the same time, the courts were the only civilian branch of government with a degree of independence: Morsi already holds not only executive power but also legislative authority, since there is no parliament.

His move came at a time when he was enjoying lavish praise from U.S. President Barack Obama and Secretary of State Hillary Rodham Clinton for brokering a cease-fire between Israel and Gaza's Hamas rulers on Wednesday. Clinton had been in Cairo for extensive talks with Morsi before the truce was announced.

U.S. State Department spokeswoman Victoria Nuland, said in a statement that the edicts raise "concerns" for many Egyptians and for the international community, adding that the country's revolution had aimed in part to prevent too much power from being concentrated in one person's hands.

The U.S. urged "all Egyptians to resolve their differences over these important issues peacefully and through democratic dialogue," she said.

Amnesty International, the London-based rights group, said Morsi's new powers "trample the rule of law and herald a new era of repression."

Morsi aide Samer Marqous, a Coptic Christian, resigned to protest the "undemocratic" decree.

"Morsi's decision means dictatorship. He creates the law, passes the law, and oversees the law," said Manal Tibe, an activist who was a member of the assembly writing the new constitution until she withdrew earlier this year to protest the Islamists' domination of it. "He is the state and the state is him."

Mohamed ElBaradei, Egypt's most prominent reformer and a Nobel Peace laureate, warned that Morsi was making himself a "pharaoh" and appealed to him to withdraw the decrees "before the polarization and aggravation of the situation increases."

In his decrees, Morsi ruled that any decisions and laws he has declared or will declare are immune to appeal in the courts and cannot be overturned or halted. He also barred the judiciary from dissolving the upper house of parliament or the assembly writing the new constitution, both of which are dominated by the Brotherhood and other Islamists.

The edicts would be in effect until a new constitution is approved and parliamentary elections are held, which are not expected until the spring.

Morsi also declared his power to take any steps necessary to prevent "threats to the revolution," public safety or the workings of state institutions. Rights activists warned that the vague ? and unexplained ? wording could give him even greater authority than Mubarak had under emergency laws throughout his rule.

In his speech, Morsi warned of "weevils eating away at the nation of Egypt," and pointed to old regime loyalists he accused of using money to fuel instability and to members of the judiciary who work under the "umbrella" of the courts to "harm the country."

His supporters and other Islamists chanted, "The people support the president's decree!" and pumped their fists in the air.

"God will humiliate those who are attacking our president, Mohammed Morsi," said ultraconservative cleric Mohammed Abdel-Maksoud.

"Whoever insults the sultan, God humiliates him," he added.

The state media described Morsi's decrees as a "corrective revolution," and supporters cast them as the only way to break through the political deadlock over drafting the constitution.

Mustafa Kamel el-Sayyed, a Cairo University political science professor, said Morsi may be confident that the U.S. won't pressure him on his domestic moves.

"The U.S. administration is happy to work with an Islamist government (that acts) in accordance with U.S. interests in the region," including preserving the Egyptian-Israel peace deal, he said.

With his decrees, Morsi was playing to widespread discontent with the judiciary. Many ? even Brotherhood opponents ? contend Mubarak-era judges and officials failed to prosecute the old regime's top officials and security forces strongly enough for crimes, including the killing of protesters.

Morsi fired the controversial prosecutor general and created "revolutionary" judicial bodies to put Mubarak and some of his top aides on trial a second time for the killings. Mubarak was sentenced to life in prison for failing to stop police from shooting at protesters, but many were angry he was not found guilty of actually ordering the crackdown during the uprising.

Some among Egypt's liberal, leftist and secular forces saw the edicts as an opportunity to galvanize an opposition that has been chronically fragmented.

Sameh Makram Obeid, a leader in the liberal Dustour Party, said Morsi's declarations are a "blessing" because they energized his opponents.

"The solution is civil disobedience," he said, echoing other activist leaders. "The separation of powers is gone completely."

"We are in a state of revolution. He is crazy if he thinks he can go back to one-man rule," said one protester in Tahrir, Sara Khalili.

Luxembourg's Yves Mersch appointed to ECB Executive Board

BRUSSELS (Reuters) - Luxembourg's Yves Mersch won a position on the European Central Bank's Executive Board on Friday after months of dispute with European Parliament legislators who objected to his appointment because of a lack of women in the bank's senior ranks.

European leaders meeting in Brussels approved the appointment of Mersch, who is currently the governor of Luxembourg's central bank. He will join the board on December 15 for an eight-year term, the European Council said in a statement.

"I am pleased with the positive outcome of a very long procedure," Mersch said in a statement.

Mersch's appointment had been held up by the European Parliament, which says member states have not tried hard enough to find suitable women for the position, and by Spain, which wants its own candidate.

Last month, lawmakers in the parliament rejected Mersch's candidacy to the board that forms the nucleus of the ECB's policymaking Governing Council.

Mersch said he had taken note of the critical voices from the European Parliament and that its rejection in October had mainly - but not only - been an "expression of concern that a great deal remains to be achieved on gender balance".

The decision by the council of EU member countries to press ahead regardless will strain relations with the European Parliament and could delay agreement on rules to boost bank capital reserves, in which the lawmakers have a say.

"Citizens across the EU have been astounded to discover the lack of gender diversity in the ECB, and indeed in other EU organizations," said Sharon Bowles, who chairs the European Parliament's influential economic and monetary affairs committee.

"Today's decision undermines and discredits work being undertaken to make the EU's economic governance system more democratically accountable," she said in a statement.

Martin Schulz, president of the European Parliament, struck a more muted tone in a speech he delivered to leaders.

"When key positions are filled in the future, we expect you to observe the principle of gender parity," he said.

Mersch pointed out the European Parliament had repeatedly confirmed his personal and professional competence. "Therefore, I am very confident that a constructive dialogue with the European Parliament will be pursued in the future," he added.

Mersch is an inflation-fighting hardliner whose views are close to those of the Bundesbank, the German central bank, which has lacked a close ally on the Executive Board since German Juergen Stark quit last year.

Spain, whose ECB Executive Board member Jose Manuel Gonzalez Paramo ended his term earlier this year, argued in favor of a woman taking the job and its Economy Minister Luis de Guindos said Madrid wanted a Spanish candidate for the post.

The controversy over Mersch's appointment has angered central bankers and policymakers who say the delay in filling the vacancy is causing practical problems.

Austria's Gertrude Tumpel-Gugerell and Sirkka Hamalainen of Finland are the only two women to have occupied posts on the ECB's Executive Board since it was set up in 1998. There are currently no women at the top of the central bank.
