Dot Earth Blog: Energy Agreement Hidden by Climate Disputes

This Twitter item leads to a Grist/Climate Desk piece on ?Political ideology affects energy-efficiency attitudes and choices,? a fascinating new study in the Proceedings of the National Academy of Sciences that, in part using light bulb choices, shows how polarization over the merits of cutting greenhouse gas emissions appears to torque the behavior of conservatives away from commonsense energy choices.

As I mentioned on Twitter, a related pattern was evident in the 2009 survey of attitudes on energy and climate undertaken by the ?Six Americas? project of the Yale Project on Climate Change Communication. Click through the three slides here to see what I mean.

Willem-Alexander becomes new Dutch king

AMSTERDAM (AP) ? Queen Beatrix has signed the official act of abdication at the Royal Palace in downtown Amsterdam, making her eldest son Willem-Alexander the first Dutch king in more than 100 years.

The much-loved Beatrix ended her 33-year-reign Tuesday in a nationally televised signing ceremony as thousands of orange-clad people cheered outside and millions more watched on television.

With her abdication, she becomes Princess Beatrix and her son ascends the throne as King Willem-Alexander. He is the first Dutch king since Willem III died in 1890.

The 46-year-old father of three's popular Argentine-born wife becomes Queen Maxima and their eldest daughter, Catharina-Amalia, becomes Princess Orange and first in line to the throne.

Willem-Alexander gripped his visibly emotional mother's hand after they both signed the abdication document.

(AP) ? Technology companies led the Standard & Poor's 500 index to an all-time closing high Monday.

The stock market has recovered all the ground it lost over the previous two weeks, when worries over slower economic growth, falling commodity prices and disappointing quarterly earnings battered financial markets.

The S&P 500 index rose 11.37 points to close at 1,593.61. The 0.7 percent increase nudged the index above its previous closing high of 1,593.36, reached on April 11.

"The market has had a terrific run," said Philip Orlando, chief equity strategist at Federated Investors, noting that the S&P 500 is up 12 percent since the start of 2013. "At the beginning of the year, I thought we were going to 1,660 (for the whole year). We're only about 5 percent from that."

A pair of better economic reports gave investors some encouragement. Wages and spending rose in the U.S. last month, and pending home sales hit their highest level in three years.

The Dow Jones industrial average gained 106.20 to 14,818.75, up 0.7 percent. Microsoft and IBM were among the Dow's best performers, rising more than 2 percent each. IBM alone accounted for a third of the Dow's increase. The index is just 46 points below its own record high of 14,865 reached on April 11.

Tech's popularity Monday was a change from earlier this month, when it lagged the rest of the market. Concerns about weak business spending and slower overseas sales have cast a shadow over big tech firms, said Marty Leclerc, the managing partner of Barrack Yard Advisors, an investment firm in Bryn Mawr, Pa.

Revenue misses from IBM and other big tech companies have highlighted the industry's vulnerability to the world economy. But Leclerc thinks tech companies with steady revenue and plenty of cash look appealing over the long term.

Information technology stocks rose the most of the 10 industry groups in the S&P Monday, up 1.6 percent. It's the only group that remains lower over the past year, down 2 percent, versus the S&P 500's gain of 14 percent.

The Nasdaq composite rose 27.76 points to 3,307.02, an increase of 0.9 percent. Apple, the biggest stock in the index, surged 3 percent to $430.12.

The number of Americans who signed contracts to buy homes reached the highest level since April 2010, according to the National Association of Realtors. Back then, a tax credit for buying houses had lifted sales. In a separate report, the government said Americans' spending and income both edged up last month.

A handful of companies reported earnings on Monday. Eaton Corp.'s quarterly net income beat Wall Street's estimates, helped by its acquisition of Cooper Industries, an electrical equipment supplier. But the manufacturer's revenue fell short. Its stock climbed 3 percent to $60.28.

Eaton's results followed a larger pattern this earnings season. Of the 274 companies that have turned in results, seven of 10 have beaten analysts' estimates for earnings, according to S&P Capital IQ. But when it comes to revenue, six of 10 have missed estimates. That suggests companies are squeezing more profits out of cost cutting, instead of higher sales.

Moody's and Standard & Poor's parent company McGraw-Hill surged following news that the ratings agencies settled lawsuits dating back to the financial crisis that accused them of concealing risky investments. McGraw-Hill gained 3 percent to $53.45, while Moody's jumped 8 percent to $59.69, the biggest gain in the S&P 500.

In the market for government bonds, the yield on the 10-year Treasury note slipped to 1.66 percent, close to its low for the year. That's down from 1.67 percent late Friday.

Syria rejects US, UK chemical arms claims | Morocco World News

DAMASCUS, April 27, 2013 (AFP)

Syria dismissed as a ?barefaced lie? on Saturday American and British claims it may have used chemical arms, as staunch ally Russia warned against using such fears to intervene militarily in the strife-torn country.

?First of all, I want to confirm that statements by the US secretary of state and British government are inconsistent with reality and a barefaced lie,? Syrian Information Minister Omran al-Zohbi said in an interview published on the Kremlin-funded Russia Today?s website.

?I want to stress one more time that Syria would never use it ? not only because of its adherence to the international law and rules of leading war, but because of humanitarian and moral issues,? Zohbi said.

UN chief Ban Ki-moon has called on Damascus to approve a UN mission of inspectors to probe the alleged use of chemical weapons in the spiralling conflict that erupted in March 2011.

But Zohbi told Russia Today that Syria could not trust UN inspectors from Britain and the United States.

?We also do not trust their qualifications. Their aim is to juggle with facts,? he said, adding that Syria would accept Russian inspectors.

?We won?t mind if Russians would be among the experts; quite the contrary, we only welcome this idea. We are quite sure in their high qualification and ability to clearly see into such matters,? he was quoted as saying.

Along with China, Russia has blocked several UN Security Council draft resolutions threatening sanctions against President Bashar al-Assad?s regime.

US President Barack Obama warned Syria on Friday that using chemical weapons would be a ?game changer?, after the US, Israel and Britain cited signs that Assad?s regime has used the deadly agent sarin.

But Obama said Washington must act prudently and establish exactly if, how and when such arms may have been used, promising a ?vigorous? US and international probe into the latest reports.

Russia warned against using these reports for military intervention.

?We must check the information immediately and in conformity with international criteria, and not use it to achieve other objectives. It must not be a pretext for an intervention in Syria,? deputy foreign minister and Middle East envoy Mikhail Bogdanov said in Beirut.

Zohbi linked the chemical arms accusations to what he said was the recent military success of regime forces.

?I want to give you joy: there are qualitative changes on the battlefields. The uproar from the Americans that has arisen in the last 48 hours is due to this,? he was quoted as saying by the RIA Novosti news agency.

Zohbi on Friday said at a news conference in comments published by the Interfax news agency that chemical weapons were used by rebels and originated in Turkey.

The Syrian opposition has stepped up pressure by urging the UN Security Council to take immediate steps, possibly even by imposing a no-fly zone on Syria.

And British Prime Minister David Cameron said the growing evidence that Assad had turned chemical agents on his own people was ?extremely serious?.

Fighting continued unabated on Saturday, with at least 10 people killed in shelling on Douma northeast of Damascus, the Syrian Observatory for Human Rights said.

On Friday, at least 127 people were killed across the country, it said.? Analysts said Syria?s neighbours face a growing risk of the conflict spilling across their region as Assad turns to ever more desperate acts to halt rebels.

They said Lebanon and Jordan will be the most vulnerable if the conflict spreads, while Iraq will also be affected along with Israel and Turkey.

?It is a very vulnerable region and there is a risk of escalation,? said Anthony Skinner of British risk consultancy Maplecroft.

Iraqi Prime Minister Nuri al-Maliki alluded to Syria on Saturday, saying sectarian strife growing in his own country ?came back to Iraq because it began in another place in this region.?

Senior Egyptian officials, meanwhile, visited Iran on Saturday to further a proposal by Cairo for an Islamic quartet of Egypt, Turkey, Saudi Arabia and Iran that would help to resolve the Syrian conflict, the Egyptian presidency said.

Turkey, Egypt and Saudi Arabia support the mostly Sunni rebels in Syria, while Shiite Iran backs Assad?s minority-led Alawite regime.

Want a solar home? Consider batteries.

Most solar homes are still dependent on the grid, so when the grid fails, they lose power. But that's beginning to change as the solar industry begins to focus on battery storage as the next 'green' frontier.

By David J. Unger,?Correspondent / April 27, 2013

Workers install solar panels on the roof of a farmstead barn in Binsham near Landshut, Germany, last year. Currently, most solar homes don't have onsite energy storage. Typically, adding backup batteries to a solar home adds about 30 percent to the cost.

When superstorm Sandy barreled into Long Island last October, it flooded Raina Brett Russo's home.

"Basically, the ocean and the bay came together in my living room," Ms. Russo says. "It hit us really hard."

The basement and first floor were underwater, three cars were flooded, and to the amazement of her neighbors, the power did not come back on any sooner than theirs. With 10.4 kilowatts' worth of solar panels bolted to her roof and undamaged, shouldn't the Russo house have been an oasis of light and power?

Not quite. Like most solar installations today, Russo's panels are connected to, and reliant on, the broader energy infrastructure. When the grid fails, most residential solar panels also fail. But that's beginning to change. The next evolution of home solar will be not in the panels that create energy, experts say, but in the batteries that can store it.

"Storage to me is the holy grail of renewable technology," says Dan Juhl, head of Juhl Energy, a Minnesota-based clean-energy company that offers, among other things, a hybrid solar-storage system called SolarBank. "With solar and wind we can produce power ? no ifs, ands, or buts about it. And with a little storage, you're good to go."

The technology exists, but it comes at a price. Depending on a house's size, location, and consumption, storage adds about 30 percent to the cost of a solar installation, which averages $26,000. Also, batteries need to be replaced every six to 12 years, depending on whether they're used to provide energy at night or strictly as backup systems.

Some of that?cost may be offset by the savings from buying less power from a central utility. Then there's the benefit of having working lights, refrigeration, and a charged cellphone in the aftermath of a storm, say supporters of solar power. Still, battery storage will have to come down in price to be competitive with conventional backup generators.

Solar panels themselves were once considered cost-prohibitive. Those prices have since plummeted, thanks to technological advances and a rapidly growing global market. The same could happen for storage.

"Ten or 15 years ago the battery was an afterthought because the photovoltaic module was the new, exciting technology," says Dean Middleton, director of sales for renewable energy at California-based Trojan Battery Company. "Today, there's much more of a focus on the battery."

Energy storage topped the list of high-demand features in a December 2012 global survey of 400 solar in-stallers, system integrators, and wholesalers by IHS Inc., a Colorado-based business analysis firm.

One-third of respondents said they expect to use energy storage in more than 40 percent of the photovoltaic systems they install by 2015. "Energy storage is becoming an increasingly important feature for PV systems, and if suppliers are able to deliver products in line with the industry's expectations, the market for energy storage in PV could increase significantly over the next two years," says Sam Wilkinson, a manager at IHS, in a release.

The nascent market is getting a boost from the US government. In November, the Department of Energy awarded $120 million to Argonne National Laboratory in suburban Chicago to lead research into better and cheaper batteries for vehicles and the electrical grid.

In the meantime,?lead-acid batteries will do the trick. The technology is time-tested and well understood, unlike newer and more volatile storage systems. Batterymakers say that storage of lead-acid batteries, despite their ominous name, is clean, safe, and highly recyclable.

When combined with solar panels and a special inverter to direct the flow of energy to and from the various sources, the batteries offer a kind of energy security not available in most solar panel systems.

"While everybody is arguing about a smart grid and how it's going to work, anyone who installs this kind of system already has a smart grid right there in their home," says Mark Cerasuolo, senior marketing manager at OutBack Power Technologies in Arlington, Wash., which specializes in power conversion equipment. "Everything on your side of the meter is what really counts."

Four months passed before Russo and her family could move back into their storm-battered home. She is adamant about acquiring backup power for when the next storm comes. But Russo, cofounder of educational website EcoOutfitters.net, which is dedicated to demystifying the process of installing renewable energy systems, eschews conventional generators because of their emissions.

"Since we already have this solar system, let's use it as a backup," she says.

Growth falls short of forecasts, weakness ahead

By Lucia Mutikani

WASHINGTON (Reuters) - The economy regained speed in the first quarter, but not as much as expected, heightening fears it could struggle to cope with deep government spending cuts and higher taxes.

Gross domestic product expanded at a 2.5 percent annual rate, the Commerce Department said on Friday, after growth nearly stalled in the fourth quarter. Economists had expected a 3.0 percent growth pace.

"It wasn't the bang-up start to the year we had hoped for, and the signals from March suggested that we will only decelerate from here," said Avery Shenfeld, chief economist at CIBC World Markets in Toronto.

Growth rebounded in the early part of 2013 but data ranging from employment to retail sales and manufacturing weakened substantially in March. It appears the factory sector slowed further in April and many forecasters expect the economy's softness to persist into the third quarter before a convincing revival emerges, given belt-tightening in Washington.

A 2 percent payroll tax cut expired at the start of the year and $85 billion in mandatory spending cuts, known as the sequester, started to take hold at the beginning of March.

Second-quarter growth is expected to come in around a 1 percent pace, with growth for the full year seen around a sluggish 2 percent, about the same as in the prior three years.

"It certainly seems like we are in store for a significantly lower rate of growth than we saw here in the first quarter," said Sam Bullard, a senior economist at Wells Fargo Securities in Charlotte, North Carolina.

Government spending has already been on a downward path.

In the first three months of the year, it fell at a 4.1 percent pace as defense outlays dropped sharply for a second straight quarter. It has now moved lower in 10 of the last 11 quarters.

"The decline in government spending over the past two quarters is the biggest six-month contraction since the Korean war ended," Paul Ashworth, chief U.S. economist at Capital Economics in Toronto said in a research note.

SUPPORT FOR FED STIMULUS

In the fourth quarter of last year, the economy had expanded at only a 0.4 percent pace.

A big part of the pick-up in activity in the first quarter was due to the filling up of silos by farmers after a drought last summer decimated crop output. Removing inventories, the growth rate was a tepid 1.5 percent, a slowdown from a comparable 1.9 percent in the fourth quarter.

Still, most areas of the economy contributed to growth, with the exception of government, the trade sector and investment by businesses in offices and other commercial buildings.

While consumer spending increased solidly, it came at the expense of saving, which does not bode well for the future.

A separate report showed worries about finances sapped consumer morale in April, offering another potentially troubling harbinger. The Thomson Reuters/University of Michigan's final reading on the overall index on consumer sentiment fell to 76.4 last month from 78.6 in March.

Stocks on Wall Street fell on the data, while prices for Treasury debt rose and the dollar weakened against the yen.

The GDP report, which also showed a deceleration in inflation, provided ammunition for the Federal Reserve to maintain its monetary stimulus. The U.S. central bank, which meets next week, is widely expected to keep purchasing bonds at a pace of $85 billion a month.

"It will give doves the upper hand at next week's Federal Reserve meeting," said Diane Swonk, chief economist at Mesirow Financial in Chicago. "Don't expect to see any tapering of asset purchases or a slowdown in the growth of the Fed's balance sheet anytime soon."

Consumer spending, which accounts for more than two-thirds of U.S. economic activity, rose at a 3.2 percent pace - the fastest since the fourth quarter of 2010.

The increase came despite the higher taxes and steeper gasoline prices. Households, however, had to cut back on saving as incomes dropped at a 5.3 percent rate, the steepest descent since late 2009.

The saving rate - the percentage of disposable income households are socking away - fell to 2.6 percent, the lowest since the fourth quarter of 2007, from 4.7 percent in the final three months of last year.

INFLATION SLOWDOWN

Despite the spike in gasoline prices, inflation pressures were benign. Inflation rose at a 0.9 percent rate, the smallest gain since the second quarter of 2012 and a sharp slowdown from the 1.6 percent pace logged in the fourth quarter.

A core measure that strips out food and energy costs rose at a 1.2 percent rate.

The lack of inflation should come as welcome relief for American households, but it could cause some nervousness at the U.S. central bank, which aims to keep inflation close to 2 percent.

Business spending on equipment and software slowed sharply, and homebuilding also moderated, although it marked an eighth straight quarter of growth. Housing added to GDP last year for the first time since 2005.

While exports rebounded, they were outpaced by a surge in imports, resulting in a trade deficit that cut off half a percentage point from output.

Wall Street dips after GDP but finishes week higher

By Rodrigo Campos

NEW YORK (Reuters) - Stocks dipped in thin volume on Friday, though the market had a strong week overall despite a mixed bag of earnings and weak economic figures.

Shares of online retailer Amazon.com Inc posted the largest daily drop in 15 months after the company reported results late on Thursday. It was Friday's biggest drag on the S&P 500 and Nasdaq indexes.

Gains in shares of Chevron Corp buoyed the blue-chip Dow industrials.

The market fell early after a negative surprise from the gross domestic product report, but the decline attracted bargain-hunting investors late in the session. Major indexes posted solid gains for the week.

J.C. Penney Co was the S&P 500's biggest percentage gainer, up 11.5 percent to $17 after CNBC reported Goldman Sachs lined up a $1.75 billion loan for the retailer. The news added to previous gains a day after investor George Soros reported a 7.9 percent passive stake in the company.

"We traded off a decent amount after the GDP number but we didn't break any technical levels or really didn't get much momentum in the selloff past late morning," said Paul Zemsky, head of asset allocation at ING Investment Management in New York.

"I guess there was some bottom fishing. There was so much fear of poor earnings going into earnings season that this is still somewhat of a positive surprise."

The Dow Jones industrial average <.dji> rose 11.75 points or 0.08 percent, to 14,712.55, the S&P 500 <.spx> lost 2.92 points or 0.18 percent, to 1,582.24 and the Nasdaq Composite <.ixic> dropped 10.72 points or 0.33 percent, to 3,279.26.

For the week, the Dow gained 1.1 percent, the S&P added 1.7 percent and the Nasdaq rose 2.3 percent.

Of the 271 companies in the S&P 500 that have reported earnings to date for the first quarter, 69 percent have beaten analyst expectations - above the 63 percent average since 1994 and slightly over the 67 percent beat rate over the past four quarters.

Eastman Chemical dropped 5.1 percent to $68.97 a day after posting results, to lead percentage declines among S&P materials <.splrcm>, which was the worst performing sector of the index with a 1.4 percent drop.

The S&P traded Thursday within a point of its historic closing high set earlier this month and the 1,593 level is expected to be technical resistance in the near future.

Gross domestic product expanded at a 2.5 percent rate in the first quarter, below estimates of 3 percent, heightening fears the U.S. economy could struggle to cope with deep government spending cuts and higher taxes that kicked in earlier this year.

Amazon.com shed 7.2 percent to $254.81 after it said revenue growth slowed in the first quarter as the company struggled overseas, but margins jumped on lower shipping expenses.

Chevron rose 1.3 percent to $120.04 after it posted earnings that beat expectations, even as lower oil prices bit into the profits of the second largest U.S. oil company.

The PHLX housing sector index <.hgx> gained 1 percent, getting a lift from D.R. Horton Inc after the No. 1 U.S. homebuilder reported earnings. D.R. Horton shares closed at their highest in six years after an 8.7 percent jump to $26.60.

About 5.7 billion shares changed hands on the New York Stock Exchange, the Nasdaq and NYSE MKT, below the daily average so far this year of about 6.4 billion shares.

On the NYSE, roughly seven issues fell for every five that rose and on Nasdaq about three fell for every two advancing issues.

New York was Boston suspects' next target

NEW YORK (AP) ? The Boston Marathon bombers were headed for New York's Times Square to blow up the rest of their explosives, authorities said Thursday, in what they portrayed as a chilling, spur-of-the-moment scheme that fell apart when the brothers realized the car they had hijacked was low on gas.

"New York City was next on their list of targets," Mayor Michael Bloomberg said.

New York Police Commissioner Raymond Kelly said Dzhokhar Tsarnaev told interrogators from his hospital bed that he and his older brother decided on the spot last Thursday night to drive to New York and launch an attack. In their stolen SUV they had five pipe bombs and a pressure-cooker explosive like the ones that blew up at the marathon, Kelly said.

But when the Tsarnaev brothers stopped at a gas station on the outskirts of Boston, the carjacking victim they were holding hostage escaped and called police, Kelly said. Later that night, police intercepted the brothers in a blazing gunbattle that left 26-year-old Tamerlan Tsarnaev dead.

"We don't know if we would have been able to stop the terrorists had they arrived here from Boston," the mayor said. "We're just thankful that we didn't have to find out that answer."

The news caused New Yorkers to shudder with the thought that the city may have narrowly escaped another terrorist attack, though whether the brothers could have made it to the city is an open question. They were two of the most-wanted men in the world, their faces splashed all over the Internet and TV in surveillance-camera images released by the FBI hours earlier.

Dzhokhar, 19, is charged with carrying out the Boston Marathon bombing April 15 that killed three people and wounded more than 260, and he could get the death penalty. Christina DiIorio-Sterling, a spokeswoman for U.S. Attorney Carmen Ortiz in Boston, would not comment on whether authorities plan to add charges based on the alleged plot to attack New York.

The Middlesex County district attorney's office also is building a murder case against the surviving Tsarnaev for the death of MIT police officer Sean Collier three days after the bombings, office spokeswoman Stephanie Guyotte said.

Investigators and lawmakers briefed by the FBI have said the Tsarnaev brothers ? ethnic Chechens from Russia who had lived in the U.S. for about a decade ? were motivated by anger over the U.S. wars in Iraq and Afghanistan.

Based on the younger man's interrogation and other evidence, authorities have said it appears so far that the brothers were radicalized via Islamic jihadi material on the Internet instead of any direct contact with terrorist organizations, but they warned that it is still not certain.

Dzhokhar was interrogated in his hospital room Sunday and Monday over a period of 16 hours without being read his rights to remain silent and have an attorney present. He immediately stopped talking after a magistrate judge and a representative from the U.S. Attorney's office entered the room and gave him his Miranda warning, according to a U.S. law enforcement official and others briefed on the interrogation.

Kelly and the mayor said they were briefed on the New York plot on Wednesday night by the task force investigating the Boston bombing.

Rep. Peter King, R-N.Y., said in a CNN interview that the city should have been told earlier.

"Even though this may or may not have been spontaneous, for all we know there could be other conspirators out there, and the city should have been alerted so it could go into its defensive mode," he said.

Asked about the delay, Bloomberg said: "There's no reason to think the FBI hides anything. The FBI does what they think is appropriate at the time, and you'll have to ask them what they found and what the actual details of the interrogation were. We were not there."

Kelly, citing the interrogations, said that four days after the Boston bombing, the Tsarnaev brothers "planned to travel to Manhattan to detonate their remaining explosives in Times Square."

"They discussed this while driving around in a Mercedes SUV that they hijacked after they shot and killed the officer at MIT," the police commissioner said. "That plan, however, fell apart when they realized that the vehicle they hijacked was low on gas and ordered the driver to stop at a nearby gas station."

A day earlier, Kelly said that Dzhokhar Tsarnaev had talked about coming to New York "to party" after the attack and that there wasn't evidence of a plot against the city. But Kelly said a later interview with the suspect turned up the information.

"He was a lot more lucid and gave more detail in the second interrogation," Kelly said.

Kelly said there was no evidence New York was still a target. But in a show of force, police cruisers with blinking red lights were lined up in the middle of Times Square on Thursday afternoon, and uniformed officers stood shoulder to shoulder.

"Why are they standing like that? This is supposed to make me feel safer?" asked Elisabeth Bennecib, a tourist and legal consultant from Toulouse, France. "It makes me feel more anxious, like something bad is about to happen."

Above the square, an electronic news ticker announced that the Boston Marathon suspects' next target might have been Times Square.

Outside Penn Station, Wayne Harris, a schoolteacher from Queens, said: "We don't know when a terrorist attack will happen next in New York, but it will happen. It didn't happen this time, by the grace of God. God protected us this time."

In 2010, Times Square was targeted with a car bomb that never went off. Pakistani immigrant Faisal Shahzad had planted a bomb in an SUV, but street vendors noticed smoke and it was disabled. Shahzad was arrested as he tried to leave the country and was sentenced to life in prison.

With tens of millions of dollars in federal homeland security funding at stake, Bloomberg and Kelly have repeatedly sought to remind the public that New York remains at the top of terrorists' wish list. They have said the city has been targeted in more than a dozen plots since 9/11.

Kelly said Dzhokhar was photographed in Times Square with friends in April 2012 and was in the city again in November 2012, but "we don't know if those visits were related in any way to what he described as the brothers' spontaneous decision to hit Times Square."

He said the police intelligence division is trying to establish Dzhokhar's movements in the city and determine who might have been with him.

Meanwhile, the Tsarnaev brothers' father said he is leaving Russia for the U.S. in the next day or two, but their mother said she was still thinking it over.

Anzor Tsarnaev has expressed a desire to go to the U.S. to find out what happened with his sons, defend the hospitalized son and, if possible, bring the older son's body back to Russia for burial.

Their mother, Zubeidat Tsarnaeva, who was charged with shoplifting in the U.S. last summer, said she has been assured by lawyers that she would not be arrested, but was still deciding whether to go.

Guinea-Bissau convicts soldier for coup attempt

BISSAU, Guinea-Bissau (AP) ? A military tribunal in Guinea-Bissau has convicted an army captain of leading a failed coup last year.

Pansau Ntchama was sentenced on Thursday to serve five years in prison after being found guilty of treason and using illegal weapons.

Ntchama was the ex-bodyguard of Guinea-Bissau's former army chief of staff.

Authorities say he led gunmen who attacked a military base near the airport in Bissau in October 2012. The army fought back and the coup failed.

Troubled Guinea-Bissau has had so many coups and countercoups that no elected leader has been able to complete his term in the nearly four decades since the country won its independence from Portugal.

The most recent coup occurred in April 2012, just weeks before the presidential runoff election.

Drinking one 12-ounce sugar-sweetened soft drink a day can increase the risk of type 2 diabetes by 22 percent, study suggests

Apr. 24, 2013 ? Drinking one (or one extra)* 12oz serving size of sugar-sweetened soft drink a day can be enough to increase the risk of developing type 2 diabetes by 22%, a new study suggests. The research is published in Diabetologia (the journal of the European Association for the Study of Diabetes) and comes from data in the InterAct consortium**.

The research is by Dr Dora Romaguera, Dr Petra Wark and Dr Teresa Norat, Imperial College London, UK, and colleagues.

Since most research in this area has been conducted in North American populations, the authors wanted to establish if a link between sweet beverage consumption and type 2 diabetes existed in Europe. They used data on consumption of juices and nectars, sugar-sweetened soft drinks and artificially sweetened soft drinks collected across eight European cohorts participating in the European Prospective Investigation into Cancer and Nutrition (EPIC study; UK, Germany, Denmark, Italy, Spain, Sweden, France, Italy, Netherlands)***, covering some 350,000 participants.

As part of the InterAct project, the researchers did a study which included 12,403 type 2 diabetes cases and a random sub-cohort of 16,154 identified within EPIC. The researchers found that, after adjusting for confounding factors, consumption of one 12oz (336ml) serving size of sugar-sweetened soft drink per day increased the risk of type 2 diabetes by 22%. This increased risk fell slightly to 18% when total energy intake and body-mass index (BMI) were accounted for**** (both factors that are thought to mediate the association between sugar-sweetened soft drink consumption and diabetes incidence). This could indicate that the effect of sugar-sweetened soft drink on diabetes goes beyond its effect on body weight.

The authors also observed a statistically significant increase in type 2 diabetes incidence related to artificially sweetened soft drink consumption, however this significant association disappeared after taking into account the BMI of participants; this probably indicates that the association was not causal but driven by the weight of participants (i.e. participants with a higher body weight tend to report higher consumption of artificially sweetened drinks, and are also more likely to develop diabetes). Pure fruit juice and nectar***** consumption was not significantly associated with diabetes incidence, however it was not possible using the data available to study separately the effect of 100% pure juices from those with added sugars.

The authors say the increased risk of diabetes among sugar-sweetened soft drink consumers in Europe is similar to that found in a meta-analysis of previous studies conducted mostly in North America (that found a 25% increased risk of type 2 diabetes associated with one 12 oz daily increment of sugar-sweetened beverage consumption).

Dr Romaguera concludes: "Given the increase in sweet beverage consumption in Europe, clear messages on the unhealthy effect of these drinks should be given to the population."

Notes

*The increased risk of 22% is for each extra 12oz sugar sweetened drink, so would apply to someone who had 1 drink versus someone who had 0, or someone who had 2 drinks versus someone who had 1, etc.

**The InterACT consortium is investigating, among other things, nutritional factors and physical activity to study the association of nutritional, dietary and physical activity behaviours with incident diabetes in the nested case-cohort study and to contribute to the analysis of gene-lifestyle interaction. It is a sub-division of the EPIC study, which was designed to investigate the relationships between diet, nutritional status, lifestyle and environmental factors and the incidence of cancer and other chronic diseases.

***The centres involved were France, Italy, Spain, Denmark, UK (Oxford, Cambridge), Netherlands (Bilthoven, Utrecht), Germany (Heidelberg, Potsdam), Sweden (Umea, Malmo)

****Extra info from Dr Romaguera: The 22% figure is used as the top line because it is widely accepted by the scientific community that these models should not be adjusted for BMI. In the meta-analysis comparison with other studies from the USA, the risk is those studies is NOT adjusted by BMI. That makes it possible to compare the two sets of results (25% increased risk in North American studies versus 22% in Europe).

*****nectars (UK and USA definition) are fruit juices that have been diluted to some extent and may contain additives (sugar or sweeteners)

Will the Internet sales tax bill help or hurt the small business retailer?

585040_business_buttonsPresident Obama on Monday, said that the proposed Marketplace Fairness Act, which would require online retailers to collect sales tax, ?will level the playing field for local small business retailers that are in competition every day with large out-of-state online companies.?

Far be it for me to disagree with the President, but I don?t see it.

Let?s take this step-by-step. Brick and mortar stores say they?re going out of business because people are choosing to buy online instead of in their store. I believe this is true. I don?t think it?s a stretch to say that Amazon helped put Borders out of business.

On the other hand, we have my favorite grocery chain Fresh & Easy.? The British parent company says they lost over 2 billion dollars on the venture and they?re done. They?re going to sell the chain or close up 200 stores. What happened there? Very few Americans buy their groceries online, so you can?t blame the internet for that failure.

As far as sales tax goes, I?ve heard of people driving to the next state to save money on a big purchase, but I?ve never heard of someone going online to avoid paying tax. Think about it? You might save $5.00 but you?re paying $17.00 to ship, so tax free isn?t much of an incentive.

What?s really causing the collapse of the small business is the economy. The average person simply doesn?t have enough to go around, so they have to cut corners where they can which might mean buying online. It also could mean buying at Walmart instead of the mom and pop grocery store down the street. Or it means buying a used product on eBay instead of a new one at Walmart.

I might be more on board with the proposed act if the officials promoting the bill were more transparent about the reason behind it. It?s not about saving local businesses, it?s about collecting an additional $22 to $24 billion in sales tax. That?s money for schools and police and roads and social services. Who doesn?t want that?

Still, Senators backing the bill continue to say it?s all about helping small business. What about people who run a small business online. Are we really going to require that 2-man business to collect a different tax from every customer from another state? That?s an accounting nightmare.

Sen. Dick Durbin, D-Ill., has a comeback for that;

?We?re way beyond the quill pen and ledger days. Thanks to computers and thanks to software it is not that complex.?

Not complex? Four states don?t have sales tax at all so they?d have to create a sales tax department to handle the revenue from the new bill. (What?s that going to cost?) The New York Times article I read said the bill would only apply to online retailers who sell more than $1 million in goods to people in other states. So, are we talking Amazon as a whole or are we counting sales of each individual third party seller? Same goes for eBay.

Looking at this from the consumer side, I have to figure that my favorite online stores are going to have to raise prices to cover the additional accounting burden. Higher prices means I buy less. How is that helping the economy?

The only way to make this work is to create a sales tax just for the internet. A single percentage that everyone pays when they shop online. That would be less of accounting nightmare but it would still fly in the face of the states who don?t charge sales tax or only charge for certain types of items.

This week, the Senate voted 74 to 20 to take up the bill. We?ve had this discussion before and this time, I?m really worried.

What do you think? Is there any good news for anyone in this push to tax online sales?

Hackers compromise AP Twitter account

NEW YORK (AP) ? Hackers compromised Twitter accounts of The Associated Press on Tuesday, sending out a false tweet about an attack at the White House.

The false tweet said there had been two explosions at the White House and that President Barack Obama was injured. The attack on AP's Twitter account and the AP Mobile Twitter account was preceded by phishing attempts on AP's corporate network.

The AP confirmed that its Twitter account had been suspended following a hack and said it was working to correct the issue.

The false tweet went out shortly after 1 p.m. and briefly sent the Dow Jones industrial average sharply lower. The Dow fell 143 points, from 14,697 to 14,554, after the fake Twitter posting, and then quickly recovered.

A Securities and Exchange Commission spokeswoman declined comment on the incident.

AP spokesman Paul Colford said the news cooperative is working with Twitter to investigate the issue. The AP has disabled its other Twitter accounts following the attack, Colford added.

The Syrian Electronic Army claimed responsibility for the hack. This couldn't be corroborated.

The FBI has opened an investigation into the incident, spokeswoman Jenny Shearer said. She declined to elaborate.

The SEA has taken credit for a string of Web attacks on media targets it sees as sympathetic to Syria's rebels. Among the targets the group claims to have hacked are Twitter feeds of Al-Jazeera English and the BBC.

White House spokesman Jay Carney said the president was fine. "I was just with him," Carney said at a news briefing.

Twitter had no comment.

Hernandez wins 100th as Mariners down Astros

Associated Press Sports

updated 12:22 a.m. ET April 23, 2013

HOUSTON (AP) - Astros manager Bo Porter has no plans to shake up his starting rotation despite its recent struggles. Not yet, anyway.

"It's going to have to be a few more starts for me to start thinking about making changes," Porter said after a 7-1 loss to the Seattle Mariners on Monday night. "Those guys earned the right to start."

Still, he needs the group to turn things around soon.

Right-hander Brad Peacock was rocked for three home runs, continuing a troubling trend for the starters, and the Astros lost for the eighth time in nine games.

It was Houston's third straight defeat at home. At 5-14, the Astros are off to the second-worst start in franchise history. They opened 4-20 in 1969, according to STATS.

Felix Hernandez pitched six scoreless innings for his 100th career win, helping Seattle snap a three-game skid. Kyle Seager, Jesus Montero and Kendrys Morales homered for the Mariners.

"Felix was good as usual. He's one of the better pitchers in our league," Porter said. "But we didn't pitch well. When you don't pitch well you put yourself in a hole against a guy of his caliber, fighting an uphill battle."

Astros pitchers allowed three or more home runs for the third consecutive night. Houston has been outhomered 10-4 over the past three games.

Starting pitching was the Astros' strong point to start the season, but the group appears to have hit a "bump in the road," as Porter has called it.

Over the past seven games, only Bud Norris and Lucas Harrell have made it past the fourth inning. Of the starters who didn't, three - Norris, Erik Bedard and more recently Philip Humber - failed to make it out of the first.

Their combined ERA during that span? A bloated 15.56.

Peacock (1-2) gave up seven runs on nine hits - both season highs - over 4 1-3 innings. Five of the seven runs came on homers in the third, fourth and fifth.

"I didn't have it tonight," Peacock said. "I was getting behind in the count. I've got no excuses. I just have to keep working. I need to get ahead. I fell behind on almost everybody tonight."

Not that the offense has held up its end of the bargain. Despite hitting 21 home runs through 19 games after hitting only 14 through 22 games in April last season, the Astros have been outscored 64-29 in the last nine games.

"It's tough," first baseman Carlos Pena said. "We take pride in what we do, and every time we lose it eats away a little piece of us, there's no doubt about that."

Houston reliever Jose Cisnero made his major league debut when he replaced Peacock in the fifth inning. Cisnero was a bright spot for the Astros, allowing two hits in 3 2-3 scoreless innings.

"I think the fact that we made it through tonight's game with one starter, one long guy and one bullpen guy . I think moving forward we should be in good shape," Porter said.

Hernandez (2-2) allowed five hits and struck out nine to lower his ERA to 2.08. He came in with the second-lowest run support in the AL at 1.88, and didn't factor into the decision in his last start despite striking out 12 and allowing no earned runs in eight innings.

Rick Ankiel hit a solo homer in the seventh and Jason Castro went 2 for 3 with a pair of doubles for the Astros.

Seattle got things going early in this one when Seager extended his hitting streak to a career-best 11 games with a one-out single in the first. Morales walked before Seager advanced to third on a passed ball by Castro with two outs.

Justin Smoak sent Seager home with a single that glanced off Pena's glove and into the outfield to make it 1-0.

Seager put the Mariners up 3-0 in the third when he launched a two-run homer to the second deck in right field. He has scored six runs and driven in eight during his hitting streak.

Montero added a two-run shot to center field in the fourth to push the lead to 5-0.

Morales led off the fifth inning with a home run to right field to make it 6-0. Smoak doubled and scored on a sacrifice fly by Montero later in the inning.

The Astros couldn't string any hits together against Hernandez. The only time they had more than one runner against him was in the fourth, but thanks to a baserunning gaffe that didn't last for long.

Castro walked with none out before Chris Carter broke an 0-for-16 slump with a bloop single to center. Castro thought the ball was caught and sprinted back to first base, leaving both he and Carter there.

The umpires discussed the play for a couple of minutes before ruling that Carter was out for passing a runner on the basepath.

NOTES: Seattle's Michael Morse went 0 for 5, ending his nine-game hitting streak in Houston. ... The series continues Tuesday when Norris opposes Hisashi Iwakuma. ... The Astros recalled Cisnero from Triple-A Oklahoma City and optioned LHP Brett Oberholtzer to their top farm team before the game. ... Houston Rockets players Chandler Parsons and Aaron Brooks attended the game a night after losing to Oklahoma City in the first game of their first-round playoff series with the Thunder.

(AP) ? A couple serving probation for the 2009 death of their toddler after they turned to prayer instead of a doctor could face new charges now that another son has died.

Herbert and Catherine Schaible belong to a fundamentalist Christian church that believes in faith healing. They lost their 8-month-old son, Brandon, last week after he suffered from diarrhea and breathing problems for at least a week, and stopped eating. Four years ago, another son died from bacterial pneumonia.

Prosecutors said Tuesday that a decision on charges will be made after they get the results of an autopsy.

Catherine Schaible's attorney, Mythri Jayaraman, cautioned against a rush to judgment, and said the couple are good parents deeply distraught over the loss of another child.

"There are way more questions than answers at this point. We haven't seen the autopsy report. We don't know the cause of death of this child," Jayaraman told The Associated Press. "What we do know is Mr. and Mrs. Schaible are distraught, they are grieving, they are tremendously sad about the loss of their most recent baby."

A man who answered the phone at a listing for Herbert Schaible declined to comment and hung up.

A jury convicted the Schaibles of involuntary manslaughter in the January 2009 death of their 2-year-old son, Kent. The boy's symptoms had included coughing, congestion, crankiness and a loss of appetite. His parents said he was eating and drinking until the last day, and they had thought he was getting better.

The Schaibles were sentenced to 10 years' probation.

At a hearing Monday, a judge told the couple they had violated the terms of their probation, noting the Schaibles had told investigators that they prayed to God to make Brandon well instead of seeking medical attention.

"You did that once, and the consequences were tragic," Philadelphia Common Pleas Judge Benjamin Lerner said, according to the Philadelphia Daily News.

Prosecutors on Monday sought to have the couple jailed, but Lerner permitted them to remain free because their seven other children had been placed in foster care.

"He feels they are a danger to their children ? not to the community, but to their own children," Assistant District Attorney Joanne Pescatore, who prosecuted the couple in 2010, said Tuesday.

Herbert Schaible, 44, and his 43-year-old wife grew up in the First Century Gospel Church in northeast Philadelphia and have served as teachers there. The church's website has a sermon titled "Healing ? From God or Medicine?" that quotes Bible verses purportedly forbidding Christians from visiting doctors or taking medicine.

"It is a definite sin to trust in medical help and pills; and it is real faith to trust on the Name of Jesus for healing," says the message, from last May.

A phone message left with the church on Tuesday was not immediately returned.

The church's pastor said in 2010 that the couple had never received medical care themselves beyond the help of a lay midwife who attends home births.

The Schaibles did take their children for medical checkups as required by their probation, according to Jayaraman, the defense attorney. Jayaraman said that Brandon was checked by a doctor when he was 10 days old, but she did not know whether the child had seen a doctor since.

"Nobody argues that these aren't very loving, nurturing parents," she said Tuesday. "Whether their religion had anything to do with the death of their baby, we don't know."

Police identify possible suspect in 4/20 celebration shooting

DENVER (AP) ? Denver police Monday said they have learned the identity of a suspect seen on a YouTube video of people leaving a shooting at a marijuana celebration that wounded two people and scattered a crowd of thousands.

The man is shown walking away from the shooting scene as sirens wail in the background, Denver police spokesman Sonny Jackson said. The suspect is a described as an accomplice to the primary, unidentified suspect in the shooting who was wearing a blue hat, grey sweatshirt and black pants.

"We've identified the man. We're not releasing his name because he's not in custody yet," Jackson said.

Saturday's shooting happened at the end of an outdoor celebration of the first 4/20 counterculture holiday since Colorado legalized marijuana. A man and a woman suffered non-life threatening gunshot wounds. A juvenile grazed by a bullet was treated at a nearby hospital, police said.

The police gang unit has taken over the investigation, although it isn't yet clear if gangs were involved, Jackson said.

As was the case in the Boston Marathon bombing investigation, Denver police asked those at the rally to share anything they may have seen, photographed or recorded at the event.

"When gunfire happens people run away. Now that things have calmed down, we would like them to come back and talk to us," Jackson said.

The jovial scene at the downtown Civic Center Park turned to panic when the shots were heard. Several thought firecrackers were being set off, then saw a man bleeding.
