Europe summit surprises with bold moves

(AP) ? After 18 disappointing summits since the start of the debt crisis, Europe's leaders appeared Friday to have finally come up with quick fixes and long-term plans that show they are serious about restoring confidence in their currency union.

Global markets sighed with relief, debt-saddled Italy and Spain appeared victorious and Germany's Angela Merkel faced potential criticism at home for conceding to pressure for an immediate deal.

Leaders of 17 countries that use the euro agreed to:

?Allow two European bailout funds to pump money directly into troubled European banks, rather than make loans to governments to bail out the banks. The move rescues banks without putting strapped countries deeper in debt.

?Use bailout money "in a flexible and efficient manner to stabilize" European government bond markets.

?Let countries that have made economic reforms as require by EU authorities tap the European rescue funds without submitting to stringent bailout programs.

?Tie their budgets, currency and governments ever tighter in a vast new economic union down the line.

European Council President Herman Van Rompuy called it a "breakthrough." Global stock markets and the euro rallied hard.

Concerns remain. Most of the measures approved in the Brussels summit will take months to come into force. The ?500 billion ($630 billion) firepower of the permanent bailout fund may not be enough. And given how shaky Spain's and Italy's finances are, and how jittery markets are, new roadblocks could send the continent back into crisis.

But some key points will kick in within 10 days: On July 9, eurozone countries will agree to give Spanish banks rescue loans and also allow the current, temporary European bailout fund to directly purchase Spanish government bonds.

The decision is a victory for Spain and Italy, whose borrowing costs have risen to near unsustainable levels despite their efforts to cut government spending and reform their labor markets.

In Germany, Chancellor Angela Merkel is likely to face a grilling from a skeptical German Parliament later. Heading into the summit, Merkel had stuck to her line that any financial help from Europe's bailout fund must come with tough conditions, so a separate decision allowing countries that have reformed their economies easier access to bailouts, without such stringent conditions, was widely seen as a defeat by the German press.

Merkel insisted the funds would still only be released when it was clear countries were undertaking serious reforms.

"We remain completely within our approach so far: help, trade-off, conditionality and control, and so I think we have done something important, but we have remained true to our philosophy of no help without a trade-off," Merkel told reporters in Brussels.

Van Rompuy dismissed talk that Merkel had lost in the negotiations.

"It was a tough negotiation," Van Rompuy said. "And you can't summarize this in winners and losers."

In addition, the leaders of the eurozone countries authorized the EU bailout funds to buy bonds of countries in order to reduce the interest rates the markets charge.

Leaders of the full 27-member European Union, which includes non-euro countries such as Britain and Poland, also agreed to a long-term framework toward tighter budgetary and political union, though those plans will require treaty changes and won't be realized for years.

The scale of the moves were unexpected and provided investors a reason for optimism, even as analysts cast doubt on the plans' feasibility and noted that some fundamental problems with the common currency remain.

"I think the elements we put together will reassure the markets," said Eurogroup President Jean-Claude Juncker.

Mario Draghi, the head of the European Central Bank, was similarly optimistic.

"I'm actually quite pleased with the outcome of the European Council," said Draghi. "It showed the long-term commitment to the euro by all member states of the euro area. But also it reached tangible results in the shorter term."

Stocks around the world surged Friday, with markets in countries on the front line of the crisis doing particularly well. Italy's FTSE MIB and Spain's IBEX indexes each rose 3 percent.

Perhaps more importantly, the yield on Spain's 10-year bond dropped by 0.32 percentage points to 6.58 percent. Italy's was down by 0.14 percentage points to 5.94 percent. Both countries have seen their rates edge toward the 7 percent level which is seen as unsustainable over the long term.

The importance of recapitalizing banks directly from the bailout fund became evident this month when Spain was offered ?100 billion ($125.6 billion) for its shaky banks. Previously the bailout loan would have to be made to the Spanish government, which would lend it on to the banks. The prospect of having that debt on the government's books spooked investors, who began demanding higher interest rates to reflect the risk of a Spanish default.

Lending the money directly to the banks avoids putting more debt on the government's books.

Also boosting market confidence was the agreement to waive the permanent bailout fund's preferred creditor status for aid given to Spanish banks. So far, any money the fund puts into a bank would get repaid before any other investors.

When Spain agreed to take rescue loans for its banks, the news failed to boost confidence in the banks because investors worried that, if one of those banks collapsed, they would be last to get repaid. Eurozone leaders agreed to waive the bailout fund's preferred creditor status only in Spain's case.

Some analysts, however, noted that the size of the bailout funds some ?500 billion would have to be increased to be a realistic backstop for public debt and banks across the continent. Italy alone has government debt of ?2.4 trillion.

"These steps are the obvious ones to take to try to restore some confidence in the market in the short term," said Gary Jenkins, managing director of Swordfish Research in London. "Alone, they do not solve the underlying problems but they might buy a bit of time, which is probably about the best they can do right now."

Though welcoming the measures that were taken, analysts think more will have to be done.

"If the aim is to ease tensions on the Italian and Spanish bond market on a more sustainable basis, we probably will need to have more assurance on the fire power," said analyst Carsten Brzeski of ING in a note.

Brzeski said more liquidity support from the ECB ? such as in the form of cheap loans to banks ? "looks inevitable" and may come as soon as Monday.

The EU leaders also agreed to devote ?120 billion in stimulus to encourage growth and create jobs, though half of it had already been earmarked and it includes only ?10 billion in actual new commitments. France had pushed for the growth package, arguing that austerity measures are stifling growth and making debt reduction more difficult.

They also agreed to give the ECB powers to oversee big European banks by the end of the year.

For the longer-term, the 27 leaders of the EU agreed on "four building blocks" of a tighter union ? but postponed specifics until a study due in October. The building blocks, which include sharing debt in the form of jointly issued eurobonds, were laid out in a sweeping document presented by Van Rompuy and colleagues before the summit.

However, France's President Francois Hollande said the general agreement on the tighter union did not for now include any commitment on eurobonds from Germany and other stronger economies that have firmly opposed sharing debt with more profligate countries such as Greece.

Hollande claimed to play the role of mediator instead of partnering with Germany as France traditionally does.

"No one can say I won or I lost," he said. "What was at stake was Europe. That's who won."

I thought I would share a very loose, generic look at a typical foster-to-adopt timeline for those that aren't familiar.? This is our basic understanding and this is most likely not exact or perfect.? We are also in Virginia, and I'm sure it varies from state to state.? ??

Some acronyms:

DSS - Department of Social Services

CPS - Child Protective Services

Step 1:? Receive phone call from DSS asking if you are willing to accept a particular child.? Not much information is given at this time and you have to make an almost immediate decision.

Step 2:? CPS Officer arrives with child (sometimes within minutes of the initial phone call)!

Step 3:? Court Hearing within the first week to determine that child should remain in foster care.? Case is still a CPS case.? This is the earliest a child usually would be removed from foster and given back to their birthparents.

Step 4:? Court Hearing within 30 days of removal to determine that child should remain in foster care, (at this point the case is handled by a foster care worker and is no longer a CPS case) or be returned to the birthparents.

Step 5:? Court hearing at the 75 day mark or 45 days from the Step 4 Court Hearing.? This hearing puts a plan in motion and is an order to the birthparents and foster parents on what they need to be doing.? Foster parents are ordered to continue to provide a safe, loving home.? Birthparents may be ordered to do many things like take a parenting class, get a job, clean the home, and/or go to rehab.?

Step 6:? Within 6 months of the Step 5 Court Hearing a Foster Care Review Hearing should be set up to report the progress of the birthparents.

Step 7: Within 5 months of the Foster Care Review Hearing a Permanency Review Hearing will be held.? This hearing can be held sooner if the plan can be reached sooner.

Step 8: If the permanency plan is for adoption then foster parents may move forward.? There may be additional review hearings until adoption is complete (every 6 months)

In order to adopt, the child must have been in the adoptive parents home for at least 6 months.? We are of the understanding that this back-dates to the date of the initial placement of the child in our home.? So even if parental rights are terminated in the final steps, the 6 month goal would have been met at this point and you can petition for adoption.???

JPMorgan's trading loss could hit $9 billion ? report

The loss from JP Morgan?s botched trade could total as much as $9 billion, far higher than the original estimates of the shortfall, according to a report in The New York Times.

JP Morgan?s CEO Jamie Dimon estimated in May that the bank?s losses from the trade, which came as a result of a bad bet on credit derivatives, would be $2 billion, and he estimated that losses could double within the next few quarters.

But the tally of the losses has grown in recent weeks as the bank has unwound its positions, the Times said. The newspaper also said the bank?s exit from its money-losing trade is happening faster than many expected. JP Morgan had previously said it hoped to clear its position by early next year, the Times said.

Dimon has appeared before lawmakers on Capitol Hill in recent weeks to explain the origin of the multibillion-dollar trading loss.

Lawmakers peppered him with questions about regulation and risky practices at the bank, but did not press him to give an update on an estimated $3 billion in trading losses.

Tonight's NBA draft could offer Jameer Nelson some much-needed info

Jameer Nelson has until 11:59 p.m. on Friday to inform the Orlando Magic whether he?ll exercise his player option for the 2012-13 season.

Nelson might take every available minute to make that decision.

Nelson has played his entire NBA career with the Magic, and his strong preference is to remain with the team beyond the 2012-13 season.

Problem is, if he accepts his player option, he would become much more valuable on the trade market. Teams could seek to acquire him from the Magic in a trade because his salary of about $7.9 million would come off the books after the 2012-13 season. Nelson would not be able to block a trade.

Plus, Nelson is 30 years old now, and at his age, he could be facing his last opportunity to negotiate a multiyear deal. All things equal, it?s easier for a 30-year-old to receive a multiyear free-agent deal than it is for a 31-year-old player to receive a multiyear free-agent deal.

It appears that Nelson is prepared to decline his option if he cannot get an extension or some kind of commitment from the Magic.

Declining his option almost certainly would mean that he would have to accept less money for the 2012-13 season. But at the same time, he would be gaining more long-term security in the form of extra seasons. A multiyear deal also would make him less attractive trade bait.

New Magic general manager Rob Hennigan has spoken with Nelson and Nelson?s agent, Hennigan said Wednesday.

Hennigan said of Nelson: ?He has a decision coming up on Friday, and we hope that he decides to stay in Orlando, and we hope he is wearing a Magic uniform next season.?

But what about the 2013-14 season and beyond?

Perhaps not even Nelson knows.

Publicly, Hennigan hasn?t given any specifics about his plans.

And he might be bringing that same measured tone to his discussions with players.

Much remains to be seen about the Magic?s direction. The roster could be headed for a total rebuild.

Tonight?s NBA draft should offer some clues.

If the Magic trade Dwight Howard tonight for a bunch of draft picks and one established player ? and that?s a big ?if? ? that would be a clear sign that the team is looking to build from the bottom up.

Or if the Magic select a point guard in the first round ? perhaps North Carolina?s Kendall Marshall or Kentucky?s Marquis Teague or Washington?sTony Wroten Jr. ? that would be a sign that the franchise is looking to get much younger at the position.

Study finds genes associated with hippocampal atrophy

In a genome-wide association (GWA) study, researchers from Boston University Schools of Medicine (BUSM) and Public Health (BUSPH) have identified several genes which influence degeneration of the hippocampus, the part of the brain most associated with Alzheimer disease (AD). The study, which currently appears online as a Rapid Communication in the Annals of Neurology, demonstrates the efficacy of endophenotypes for broadening the understanding of the genetic basis of and pathways leading to AD.

AD is a progressive neurodegenerative disorder for which there are no prevention methods. Available drugs only marginally affect disease severity and progression, making AD effectively untreatable.

GWA studies using very large samples have increased the number of robust associations to 10 genes, including APOE. However, these genes account for no more than 35 percent of the inherited risk of AD and most of the genetic underpinning of the disorder remains unexplained. According to the researchers, magnetic resonance imaging (MRI) of the brain provides in vivo quantitative measures of neurodegenerative and cerebrovascular brain injury that may represent AD-related changes long before clinical symptoms appear. These measures are more powerful than comparisons of individuals with AD with cognitively healthy persons because they avoid misclassification of normal persons who will develop disease in the future.

BUSM researchers conducted a two-stage GWA study for quantitative measures of hippocampal volume (HV), total cerebral volume (TCV) and white matter hyperintensities (WMH). Brain MRI measures of HV, TCV and WMH were obtained from 981 Caucasian and 419 African-American AD cases and their cognitively normal siblings in the MIRAGE (Multi Institutional Research in Alzheimer's Genetic Epidemiology) Study. In addition, similar MRI measures were obtained from 168 AD cases, 336 individuals with mild cognitive impairment and 188 controls (all Caucasian) in the AD Neuroimaging Initiative (ADNI) Study. The MIRAGE Caucasian families and ADNI subjects were included in the first stage and the MIRAGE African American families were added in stage two. Results from the two Caucasians data sets were combined by meta-analysis.

In stage two, one genetic marker (i.e. single nucleotide polymorphism or SNP) from each of the gene regions that were most significantly associated with AD in the Caucasian data sets was evaluated in the African-American data set.

Novel genome-wide significant associations were observed for HV with SNPs in the APOE, F5/SELP, LHFP, and GCFC2 gene regions. All of these associations were supported by evidence in each data set.

"Our two-stage GWAS identified highly significant associations between a measure of degeneration in the brain region most strongly correlated with AD and several genes in both Caucasian and African American samples containing AD, cognitively impaired and cognitively healthy subjects. One of these associations was with the ?4 variant of APOE which is the most well-established genetic risk factor for AD.

Other associations were demonstrated with markers in F5/SELP, LHFP, and GCFC2, genes not previously implicated in this disease" explained senior author Lindsay Farrer, PhD, chief of biomedical genetics at BUSM. He also noted, "previous studies showed that blood level of P-selectin (the protein encoded by SELP) has been correlated with rate of cognitive decline in AD patients."

Farrer believes it is very likely that the number and specificity of these associations will increase in future studies using larger samples and focused on additional precise structural and functional MRI measures. "These findings will inform experiments designed to increase our understanding of disease-causing mechanism and may lead to new therapeutics targets," added Farrer.

Kan. gov.: Wait for November to act on health care

TOPEKA, Kan. (AP) ? Gov. Sam Brownback said Thursday that he wants to wait until after the November presidential election to move Kansas toward compliance with a key provision of the federal health care overhaul upheld by the U.S. Supreme Court.

Brownback told reporters that putting the 2010 health care law into effect in Kansas and other states is a political issue to be resolved by voters.

"If the American people don't want Obamacare, it's a political issue, and it's about this fall presidential race, whether or not you want to implement it," Brownback said. "I want to see what happens in the fall."

Brownback said that if GOP presidential nominee Mitt Romney unseats Democratic President Barack Obama, who championed the law, states are no longer likely to face a requirement to set up exchanges to help consumers buy health insurance. Exchanges would be online marketplaces for health insurance, allowing consumers to comparison shop, and are sometimes described as the health coverage equivalent of websites such as Travelocity.

The federal law requires each state to operate an exchange by 2014, and plans must be submitted by Nov. 16 to the U.S. Department of Health and Human Services. Kansas has not started to set one up because of opposition to the entire law by Brownback and fellow Republicans who dominate the Legislature.

Kansas has about 350,000 residents who don't have health insurance coverage, or 12.7 percent of the state's population, according to U.S. Census Bureau figures. About 53,000 are children.

Last year, Brownback returned a $31.5 million federal grant to assist the state with the computer infrastructure for an exchange.

Brownback said if Romney is elected, states are likely to get a blanket waiver from the requirement to have exchanges. Under the law, the federal government could operate its own exchange if a state refused to set one up.

The Supreme Court decision is likely to frustrate and anger many Kansas Republicans. Freshman U.S. Rep. Tim Huelskamp, a GOP conservative, promised to work for the law's repeal and called Thursday "a definitive date in the advance of government tyranny."

But Kansas House Insurance Committee Chairman Clark Shultz, a Lindsborg Republican, said state officials ought to at least discuss what options Kansas has should an exchange be required.

"It seems that we should at least have something in mind on how we go forward if we need to," Shultz said.

Kansas House Minority Leader Paul Davis, a Lawrence Democrat, predicted that even if Romney is elected, he'll have to consider creating exchanges as part of any plan for reforming the health care system.

"He is going to have to deal with the rising cost of health care and the limited options that consumers have in the marketplace," Davis said. "I have really yet to hear the governor or anybody in the Republican Party articulate what the problem with a health insurance exchange is. Until they do that, we're not having much of a meaningful dialogue here."

Insurance Department officials, under Insurance Commissioner Sandy Praeger's supervision, have said they don't believe the state would have enough time to develop its own exchange. They have suggested that Kansas could seek a partnership with the federal government or have the federal government run the exchange.

Praeger, a Republican, didn't touch on those issues in the statement she issued immediately after the law was upheld.

"The law will be refined as we go forward just as many laws are, but it establishes as public policy the importance of everyone in this country having access to affordable health care," Praeger said.

But she also acknowledged: "We are going to have to wait, however, to see what the November election holds regarding the law's long-term future."

Student loans weigh heavily after graduation

With rented caps and gowns returned, most graduates are hitting the pavement to look for work, or trying to ace that final internship in the hopes that they'll be hired on. But even for those who find employment, there likely remains one nagging bit of unfinished business: student loans.

According to figures from the Federal Reserve Bank of New York, 37 million Americans hold student loan debt. The total amount of student loan debt in the United States is estimated to be between $867 billion and $1 trillion dollars,?and default rates for student loans continue to rise. In 2012, the majority of unemployed Americans had at least some college education -- the first time in our nation's history this has occurred. On Tuesday, Republican and Democratic leaders in the Senate announced they had reached an agreement on a bill to continue subsidizing student loans, keeping interest rates at 3.4 percent rather than letting them rise to 6.8 percent.

We asked Yahoo News readers to tell us their experiences with student loan debt. Over 600 graduates (and not-quite graduates) of all ages emailed to share their stories. We'll be sharing more of their stories in the next week over at our Tumblr.

Overwhelmingly, Yahoo News readers told us they felt burdened by their debt. "We do not like debt," wrote Katelyn Fagan, who graduated from Brigham Young University?in 2011. She and her husband have a combined student loan debt of just under $70,000. Fagan tried to work while in college, but wanted to focus on her academics. "Maybe I could have sought out other employment options (and I sometimes did) but school was my top priority.?"

"Student loans have basically ruined my life," says Tanya Carter, who graduated from the University of Toledo in 2008. She went to community college for two years before transferring, and attended classes part-time so she could also work. When Carter maxed out on federal loans, she turned to private loans to finish her degree. As a result of all that debt, she writes: "I never see myself owning a home, vehicle, or maybe not even getting married."

The need to delay starting a family because of financial worries was a common concern. Lauren Dollard graduated from Fordham University in 2008 with $157,000 in debt, including interest. "My boyfriend won't marry me because of my debt," she says. "He doesn't want it attached to his name (I know, this could also be an excuse)." She said she would trade her "fancy private school education" in a heartbeat to live "as an independent adult."

April Flores graduated from San Diego State in 2008 with $80,000 in private loans and $30,000 in subsidized loans. "It is going to be hard to buy a house and start a family with our debt," she writes. "We joke and say that our baby is Sallie Mae, but it is true!?Education is invaluable, but I was not wise in my early 20s and did not make the right decisions when it came to my private loans."

Flores was far from alone in bemoaning her failure to understand the implications of those promissory notes. Salvatore Aiello graduated from the University of South Carolina in 2009 with $68,000 in debt. "I blame ignorance in my pursuit of loans; my high school did a terrible job explaining our options when it came to financial aid," he told us. "They made it seem that if I wasn't rich or beyond poverty I would not have been able to go to college." Aiello followed up with a second email -- he and his girlfriend are now expecting their first child. They are, in his words, "very excited at the unexpected blessing but terrified."

Logan Canale attended Queens University in Charlotte, North Carolina -- and started feeling the pain of loans before her graduation in 2009. One borrower came after her for non-payment of loans while she was still enrolled and taking classes.

"My private college was way too expensive for what it was worth," Canale writes.?"I just feel like I have been beaten by the system and taken advantage of. Who is making money off my education? Because it is not me."

Amber Riffey graduated from Saint Mary-of-the-Woods College in 2005, and says she was simply too naive: "I wish that schools and student loan officers [would] sit down and actually explain how Sallie Mae works [...] I was just told how much I owe SMWC and 'sign here on the dotted line so we can get you signed up for next semester's classes.'"

"If I had the knowledge then that I do now, I would have paid as I went (yes, it would have most definitely taken longer but at least I would have graduated with my diploma and debt free)," says Riffey.

Although Bobbi Carlin left school before receiving a degree, she attended the University of Nebraska-Lincoln and Southeast Community College. "Honestly, I let my parents [handle loans] for me, and when I left school, before graduating, I had no idea that I had more than one loan," says Carlin. "I paid that loan off, and discovered later there was another." She's worked to pay off all of her loans, and now has a little less than $600 in outstanding loan debt.

While students are often told that if one school isn't a good fit for them, they should transfer to another, that can add years to their education -- which usually means added debt as well. Eric DeRise went to multiple universities before graduating from University of Connecticut in 2008. DeRise says he understood the details of his mounting student loan debt, but he had no grasp of what it would actually mean for his post-graduation life. "Believe me, I understood that I'd have to pay back the loans 6 months after I graduated, and I understood the strict consequences of not paying them back," he writes. "But do you think of any of that when you're 18-20 years old?" DeRise is making less than $40,000 a year at a non-profit in Salt Point, New York, and he worries about how he will cover his monthly payment if interest rates rise.

But not everybody had sympathy for graduates who complain about their debt load. Robbin S. is an older graduate -- she finished her degree in business from the University of Phoenix in 2003, when she was 46. She still owes $17,500 in loans. "I'm really sick of the whiny babies complaining about their $100,000 of student loan debt and how they will never be able to pay it off," she writes. "Who in their right mind thinks that $100,000 of student loan debt (with a BS in a worthless field) is reasonable?"

For other other graduates, who pursued a degree when they found themselves unable to compete in a changing workforce, the accumulated loans could be salt in the wound.

Kim Shannon of Eaton Rapids, Michigan received an associates degree in Human Resources Management in 2010. Several years later, she is still looking for work, and the loans she placed in deferment and forbearance are entering repayment. "I am no longer optimistic about the future.?After so many rejections, I have all but given up my job search," says Shannon. "If I could go back and change things, I would. I would have gone someplace where I could learn a more marketable skill, like driving a forklift. I thought I would be?happy to?finally get a degree, but I'm not."

And then there are those parents who find themselves responsible for paying off loans they co-signed with their children. Karen DeSimone of Rancho Cucamonga, California is on the hook for $17,000 in loans she co-signed for her son. "We did everything we could do to get my son started," she writes. "Now we both have the loan debt."

We'll end on an optimistic note: some Yahoo News readers felt positive about their debt, despite the challenges it posed.

Frank Mendoza of Miami, Florida graduated from Florida International University in 2010. "I still feel that getting my degree was an achievement worthy of pride. I am, after all, the first male in my family to have a college education," writes Mendoza. "It comforts me to know that I am not the only one in this type of rough financial situation and that even this shall pass."

So you keep misplacing your keys and walking into the living room without remembering why. That doesn?t mean you?ve got early Alzheimer?s: ?Normal memory problems?like being a little forgetful?start as early as age 27,? said Dr. Majid Fotuhi, chairman of the Neurology Institute for Brain Health and Fitness in Baltimore and author of The Memory Cure.

Luckily, your memory is like a muscle, Fotuhi says?you can exercise it and improve it at any age. Here are some smart moves to help you do just that.

Problem #1: Stress
The lowdown: ?In our fast-paced, wired world, many of us live our lives in chronic stress,? said Dr. Gary Small, director of the UCLA Longevity Center and author of The Alzheimer?s Prevention Program. That means we?re perpetually bathing our brains in stress hormones like cortisol. The result? Studies done in mice show that chronically elevated stress hormone levels shrink the hippocampus, so you?re less likely to form new memories.

You get a similar result if you?re struggling with depression. ?Some studies suggest that depressed individuals have fewer hippocampal neurons,? said Dr. Gary Kennedy, director of the division of geriatric psychiatry at Montefiore Medical Center in New York City. Other research has found that depressed people have lower levels of brain-derived neutrophic factor (BDNF), a protein that promotes the health of brain neurons, and thus boosts memory function.

The Rx: Unfortunately, there?s no way to get rid of stress entirely. But you can at least try to keep your anxiety levels at a minimum. Small?s number-one tactic? Meditation. One recent Harvard study found that participants who meditated for about 30 minutes a day over eight weeks increased their hippocampus size.?

?Meditation also fires up the frontal areas of the brain that are associated with attention,? Small said. That means you?ll be less likely to focus on feeling stressed or down, and more able to concentrate on the tasks at hand, so you can actually remember what?s going on.

Here?s a super easy way to start: Get comfortable and begin breathing slowly and deeply. Expand your rib cage as you inhale; feel your abdomen rise with each intake of breath. Stay relaxed and focus on each breath in and out. Start with three minutes and work up to 30.

If you suspect you?re depressed?say, you?re having persistent sad, anxious, or ?empty? feelings that last more than a couple of weeks, and other symptoms such as fatigue, irritability, and loss of interest in hobbies?get a referral for a good psychologist or psychiatrist, who can provide counseling and possibly medication.

Problem #2: Estrogen in Flux
The lowdown: In addition to its many other bodily functions, estrogen may help keep women?s brains sharp, Small said. The hormone increases the concentration of an enzyme needed to synthesize the memory-boosting brain chemical acetylcholine and enhances communication between neurons in your hippocampus.

So it?s no surprise that we often experience brain fog during a time of life when estrogen levels wax and wane: A study published in the journal Neurology found that 60 percent of women going through perimenopause, when estrogen levels are sputtering out, reported decreased memory. And a study from the UK found that expectant moms?who experience wild surges of estrogen?performed worse on certain types of memory tests, and that those changes were still present three months after the women gave birth.

The Rx: If you?re going through menopause, talk to your doctor about going on hormone replacement therapy (HRT) for a year or two, Small suggested. The Neurology study found that women who start HRT in perimenopause (before menopause, when periods stop completely) have better memory and cognitive function than those who go on it post-menopause. Even if you opt against HRT, there?s good news: Your cognitive function should rebound after menopause, once your body has had a chance to adjust to its newly stabilized hormone levels.

Problem #3: Weight and sleep troubles
The lowdown: Memory problems are often attributable to (changeable!) lifestyle factors. Take weight: A 2010 study found that for every one-point increase in a woman?s BMI (body mass index), her memory score dropped by one point.

If you?re thin and a couch potato, you?re still at risk. ?There?s a link between physical fitness, which improves blood flow, and brain volume,? Fotuhi said. ?Exercise can actually increase the size of the hippocampus.?

Lack of sleep impairs your memory, too. ?When you?re sleep deprived, your stress-hormone levels increase, which is toxic to your neurons,? Fotuhi explained.

The Rx: If you?re overweight, losing weight should help: A 2011 Kent State University study, for example, found that people who underwent bariatric surgery improved their memory loss 12 weeks post-procedure. And especially if you?re feeling less than sharp, make a good night?s sleep a priority.

Even Barbara Walters piled it on, saying she had a "bone to pick" with Hunter for accusing Walters of "bullying" after Rielle's interview with Oprah.

Well, it's pretty much just like the TV Show, Avatar the Last Airbender. Except, instead of their characters you create your own. Right now a 100 Year War has started and the Avatar is the only one who can stop it. He is found, but he only knows the element of air and he has to learn the rest of the elements. Many people he meets will help him, many others will despise him. He must stay hidden and travel around the Four Nations to learn the elements along with his new friends who will help. Toxins produced by algae lead to deviant behaviour and changes in brain activity in salmon

ScienceDaily (June 25, 2012) ? Salmon exposed to algal-produced neurotoxins show changes in both their brain activity and general behaviour. It has also been found that very small doses of these toxins can have an affect on how salmon relate to other fish. These toxins are some of those that can cause food poisoning in people who eat contaminated mussels.

Marit Bakke has studied three different neurotoxins: saxitoxin, brevetoxin and domoic acid and the effects that relatively low doses of these contaminants have on salmon. She has described some characteristic features of salmon's general behaviour and how it changes under the influence of these toxins, such as loss of balance and equilibrium and swimming aimlessly. In addition, she examined the glucose metabolism in the brain by means of radioactively treated glucose as a marker. The degree of marker accumulation corresponded to the neuroactivity in the areas of the brain being studied, and in this way, Bakke demonstrated that different parts of the brain undergo changes when influenced by these toxins.

Saxitoxin and domoic acid were administered in such low doses that it was not possible to detect changes in swimming patterns. Nevertheless, Bakke was able to prove that the toxins had an effect on how the fish related to new fish that were released into the aquarium. This would indicate that fish exposed to even small concentrations of algal toxins may therefore tackle new situations in a different way to fish which have never been exposed to such toxins.

Marine algal toxins are often the cause of food poisoning in humans who have eaten shellfish. But such toxins also affect animals living in the sea, either via direct absorption from the water or because the food they eat is contaminated. In the case of farmed fish, the consequences can be serious because they cannot escape from areas contaminated with algae and algal toxins. It is often difficult to detect cases where fish are exposed to very low doses of algal toxins or their potential consequences. Bakke's doctoral research demonstrates several possible ways of detecting algal toxins, even in low concentrations.

Bakke carried out her doctoral project at the Norwegian School of Veterinary Science and at the Norwegian Institute for Water Research's research station by the Oslo Fjord at Solbergstrand near Dr?bak.
